3 days per week on site | Local Authority (North)
Starfish Search are supporting a local authority in the North to appoint an Interim Employee Engagement Lead. This is an exciting opportunity to shape and lead the delivery of a new organisational culture programme, embedding a refreshed set of values across all levels of the workforce, from leadership through to frontline services.
Working closely with the Chief Executive, senior leaders and HR, you will help bring the values to life in a meaningful and engaging way, supporting long-term cultural change across the organisation.
Key Responsibilities
- Lead the council’s internal engagement approach to embed new organisational values.
- Develop and deliver creative communications and messaging that resonate with diverse staff groups, including those in frontline and operational roles.
- Work closely with leadership, HR and internal comms teams to ensure consistent tone and alignment across people processes.
- Support and enable managers, champions and teams to model and reinforce new behaviours.
- Design and deliver practical tools, resources and initiatives (e.g. storytelling campaigns, recognition schemes, pulse surveys) to drive staff engagement and feedback.
- Track and evaluate impact using both qualitative and behavioural insight.
About You
- A senior professional from either an HR business partnering or internal communications background, with proven experience delivering employee engagement strategies.
- Experience working in or with local government or other complex public sector organisations.
- Confident engaging with staff at all levels, from senior leaders to depot-based and operational teams.
- Practical, hands-on and values-led – able to gain trust and deliver impact quickly.
- Comfortable working across strategic planning and on-the-ground delivery.
