Starfish Search is supporting a Local Authority in the South to appoint an Interim Service Review Lead to lead a programme of service reviews across council departments, driving transformation, efficiency and improved service delivery.

Reporting to the Head of Change, you will lead a team responsible for undertaking structured service reviews, working with services across the council to understand demand, processes and performance, while redesigning services into more efficient and digitally enabled operating models.

Key responsibilities:
  • Lead a programme of service reviews across council services
  • Oversee analysis of service demand, customer journeys and processes
  • Identify opportunities for efficiencies, standardisation and service redesign
  • Drive digital-first approaches and improved operating models
  • Facilitate workshops and engage senior stakeholders across the council
  • Define and track benefits, outcomes and service improvements
  • Work collaboratively with digital, data, finance and HR teams
About you:
  • Strong experience leading service reviews, transformation or business analysis programmes
  • Proven track record delivering service redesign and process improvement
  • Experience identifying efficiencies and delivering measurable outcomes
  • Strong understanding of Lean, process mapping or continuous improvement methodologies
  • Excellent stakeholder engagement and influencing skills
  • Local Government or wider public sector experience desirable
