Starfish Search is supporting a Local Authority in the North to appoint an Interim ERP HR & Payroll Project Manager. This role is part of a major programme replacing a legacy ERP system with a modern, cloud-based solution. You will lead the HR & Payroll workstream, ensuring requirements are clear, solutions are fit for purpose, and delivery meets programme objectives.

Key responsibilities:

  • Lead the HR & Payroll workstream within the ERP programme
  • Manage plans, milestones, risks, and dependencies
  • Run requirements workshops and oversee data cleansing/migration
  • Ensure statutory compliance (HMRC, pensions, GDPR)
  • Support testing phases, including UAT and payroll parallel runs
  • Engage and influence senior stakeholders across HR, Finance, and the wider organisation

You will have:

  • Proven ERP implementation experience (SAP, Oracle, or similar) in HR & Payroll
  • Strong knowledge of HR & Payroll processes and statutory requirements
  • Public sector or local government experience
  • Ability to manage complex programmes with multiple dependencies
  • Excellent stakeholder management and communication skills
  • Familiarity with PRINCE2 or Agile methodologies
