The Group Licenced and Regulated Roles (GLRR) programme has been initiated to implement a new global approach to individual licensing and regulatory regimes to enable SCB to comply with its regulatory obligations, better serve our customers and clients, and enhance our operational effectiveness. The programme will design and implement a new framework, including a target operating model; a central repository of relevant roles and other enabling IT tools; set minimum requirements that each country operates within; control and oversight mechanisms; regulatory process improvement; and migration of licensed and regulated roles administration to HR on a phased basis.

The GLRR Transformation Lead will support the Head of GLRR Transformation to deliver the GLRR programme notably:

  • Design and implement a sustainable GLRR framework, based on current state country surveys
  • Design and implement a central repository of the relevant roles, as well as other enabling technology
  • Support regulatory and licensed process design
  • Management of operational processes relating to regulated and licensed individuals
  • Support country process improvement activity to address current issues
  • Design, implement and where relevant run framework controls
  • Production of aggregated MI and governance reporting
  • Process and control design
  • Operating and monitoring controls
  • Implementation and phased migration of GLRR administrative processes to the HR Function (including building capacity and moving relevant activities to a Centre of Excellence)
  • As part of the programme team develop and implement the GLRR 1 LOD strategy to support the Group Process Owner and the Bank’s compliance to Financial Services Regulator’s Licence and Regulated roles requirements globally
  • Align with the Group’s overall strategy and support the appropriate governance and oversight
  • Support business stakeholders by creating a single global framework that enhances risk management and oversight, and the client service to colleagues, executives and regulators
  • Create a golden source repository of relevant roles and other technology tools, which will support business downstream processes
  • Provide thought leadership and practical advice on all aspects of GLRR

Qualifications:

  • Business analysis, transformation and change experience with a proven track record of successful implementations
  • Process and control design, improvement and execution
  • Operational management, control monitoring
  • MI, reporting and analytics, Excel expert
  • Data transformation and consolidation
  • Clear and concise communication
  • Outstanding attention to detail
  • Ability to collaborate and work dynamically across a broad range of stakeholders
  • Prior experience of working with Financial Services Regulatory Licensing and Regulated regimes and/or dealing with regulatory related process improvement
  • Knowledge of governance and risk management frameworks
  • A sound understanding of international banking
  • Understanding of regulatory and licence regime requirements
  • Excellent knowledge of MS Office, including Microsoft PowerPoint, Word, and Excel
  • Prior experience of working on HR, Compliance, Risk and Governance a plus
