Boutique Consultancy looking for experienced Delivery Performance & Governance Consultant.

Overview

Large enterprise organisation delivering its technology change portfolio through a multi-partner model, spanning global systems integrators, software vendors and specialist solutions providers. Delivery is currently measured inconsistently across those partners, with each reporting in its own format, against its own definitions, on its own cadence. The result is that technology leadership has no single, comparable view of who is delivering well and who is not. The CTO Office is bringing in an experienced consultant to fix that. The remit is to design and stand up a delivery performance framework that measures every delivery partner, against a consistent set of standards, and to build the assessment and reporting that turns that into an actionable executive view. This is a build role. The consultant will define the framework, prove it against live delivery, and hand over a repeatable operating process. It is not a run role and it is not a procurement role: the focus is on how partners perform once engaged, not on how they are sourced or contracted.

Key Responsibilities

  • Framework design
    • Design a delivery performance framework applied consistently across all GSIs, software vendors and solutions providers.
    • Define the measurement model: delivery predictability, quality, throughput, schedule and cost performance, roadmap alignment, resourcing and capability, and delivery risk.
    • Establish how partners are segmented and what 'good' looks like at each tier, so that a large GSI and a niche solutions provider are measured proportionately but comparably.
    • Set the standards, definitions and data requirements that partners report against, removing the current inconsistency in how each defines delivery progress.
  • Data, tooling and reporting
    • Build the processes to aggregate delivery data across multiple sources, including Jira and Jira Align, roadmap and portfolio tooling, delivery plans, and partner-supplied reporting.
    • Create a consolidated roadmap and delivery view showing partner contribution and dependency across the portfolio.
    • Design executive scorecards, dashboards and reporting packs that translate multi-partner delivery data into insight the CTO Office and wider leadership can act on.
    • Reduce reliance on partner-authored narrative reporting in favour of verifiable data.
  • Assessment and governance
    • Run the first cycle of partner assessments against the new framework and calibrate it based on what that reveals.
    • Establish the governance cadence: operational reviews, monthly performance reporting, quarterly business reviews with partners, and escalation routes.
    • Define the intervention model for underperformance, including performance improvement planning and the evidence base required to hold a partner to account.
    • Work with delivery leads, vendor management, procurement and finance so that delivery measurement aligns with contractual commitments without duplicating existing commercial governance.
  • Stakeholder engagement
    • Partner directly with GSI and vendor account and delivery leads to agree data provision, definitions and reporting standards.
    • Present performance findings, trends and recommendations to the CTO Office and senior technology leadership.
    • Build credibility and buy-in across internal delivery teams, who will need to adopt the standards alongside the partners.

  • Delivery performance framework, measurement model and methodology.
  • Standardised KPI and metric set with agreed definitions and data sources.
  • Data aggregation process across Jira, roadmap tooling and partner reporting.
  • Consolidated roadmap and delivery performance view.
  • Executive scorecard and reporting pack templates.
  • Governance cadence, forum structure and RACI for ongoing operation.
  • Completed first-cycle partner assessment with findings and recommendations.

Experience Required

  • Proven track record designing and implementing delivery performance frameworks for external technology delivery partners in large, complex enterprise environments.
  • Direct experience measuring and governing the delivery performance of global systems integrators.
  • Strong hands-on capability with delivery data: aggregating from Jira, Jira Align, Azure DevOps, ServiceNow, Planisware or equivalent, and building the reporting layer above it.
  • Demonstrable experience producing executive-level scorecards and dashboards from multi-source delivery data.
  • Credible and comfortable operating at CTO, CIO and CxO level, and equally so with partner delivery leads.
  • Background in enterprise portfolio governance, delivery assurance, PMO leadership, service integration (SIAM) or technology delivery consulting.
  • Experience of holding delivery partners to account on performance, including improvement planning and evidence-based escalation.

Desirable

  • Experience within a multi-sourced or SIAM environment.
  • DORA metrics or SLI and SLO models.
  • Familiarity with delivery metrics beyond schedule and cost, such as flow, predictability and quality measures.
  • Prior consulting background, whether Big 4 or boutique technology advisory.
  • Experience in large-scale or regulated organisations.

Contract role, outside IR35, initial 3-6 months assignment, remote first, expect 1-2 days week onsite in West London.
