Opus People Solutions is delighted to be partnering with Staffordshire Police on the recruitment of a Technical Services Manager (Property & FM) within its shared Estates Service. Supporting both Staffordshire Police and Staffordshire Fire & Rescue Service, this is a rare opportunity to influence a diverse operational estate that plays a critical role in protecting communities across Staffordshire.

The Opportunity
Reporting to the Service Director - Estates, you will provide technical leadership across the Fire Service estate, whilst contributing to the wider shared Estates Service supporting both Staffordshire Police and Staffordshire Fire & Rescue Service. You will be responsible for leading technical compliance, maintenance, contractor management and capital project delivery across a complex operational property portfolio. Working closely with senior stakeholders, you will ensure facilities remain safe, compliant and fit for purpose, whilst supporting the organisation's long-term estate strategy. This is a highly visible leadership role which combines technical expertise, people leadership and strategic property management.
Key Responsibilities
- Lead and develop a specialist technical and facilities management team.
- Manage building maintenance, compliance and asset management programmes.
- Oversee capital projects from inception through to delivery.
- Ensure compliance with all relevant health and safety legislation, including CDM regulations.
- Manage contractors, consultants and external service providers.
- Lead on technical specifications, tender documentation and procurement activity.
- Monitor budgets, forecast future expenditure and maintain effective financial control.
- Provide expert technical advice on construction, compliance and property matters.
- Develop policies, procedures and continuous improvement initiatives.
- Work closely with senior stakeholders to support strategic estate planning and operational requirements.
About You
We are keen to hear from candidates with experience in:
- Building Surveying.
- Facilities Management.
- Property and Construction.

- Local Government, Emergency Services, NHS or Defence Estates.
You will bring:
- A relevant qualification in Building Surveying, Facilities Management or a related discipline.
- NEBOSH, IOSH or equivalent health and safety qualification.
- Strong knowledge of statutory compliance, health and safety and building maintenance.
- Significant experience managing technical teams and facilities management functions.
- Experience delivering maintenance, construction or capital projects.
- Strong contractor and supplier management capability.
- Excellent communication and stakeholder engagement skills.
- The ability to operate strategically whilst remaining close to operational delivery.

Recruitment Process

Security Clearance
Please note that the successful candidate will be required to obtain Police Management Vetting (MV) clearance. Management Vetting is required for individuals working in positions with access to sensitive information, operational environments and critical infrastructure. The process includes identity verification, employment history checks, financial checks, criminal record checks and completion of detailed vetting documentation. The process typically takes three to four months to complete and can occasionally take longer. Any offer of employment will therefore be conditional upon successful vetting clearance. We strongly advise candidates not to hand in their notice to their current employer until Management Vetting has been successfully completed and a formal start date has been confirmed.
