The Environmental Health Housing team plays a vital role in improving the conditions of privately rented homes within our area. We are looking for an experienced officer (EHO) who has the drive and experience to transform the quality of the private rental sector to work with landlords and tenants to improve the property standards and management practices in our area, to ensure people are safeguarded from poor practices and can live in safe, good condition homes. The team is being expanded to cover the new duties following the introduction of the Renters Rights Act, including dealing with harassment, illegal eviction, and new tenancy rules enforcement.

In this position, you will be responsible for handling a diverse caseload within the private rented sector, focusing on enforcement and compliance work.

Key responsibilities:

  • Conducting HHSRS inspections and assessing property conditions
  • Responding to housing complaints, including disrepair cases
  • Managing HMO licensing applications and associated enforcement
  • Preparing and serving legal notices where required
  • Issuing financial penalties in line with relevant regulations
  • Engaging with landlords, tenants, and internal departments
  • Compiling cases for tribunal or legal proceedings

The role will also involve the enforcement of the new renters rights legislation.

About You:

  • A relevant degree in environmental health or housing/building defect qualification
  • Previous extensive experience within Private Sector Housing in a Local Authority environment
  • Sound knowledge of housing legislation, including the Housing Act 2004 and HHSRS
  • Practical experience with HMO licensing and enforcement processes, caravan site licensing and other public health duties
  • Experience of investigation and evidence gathering to support enforcement action
  • Confidence in managing an independent caseload and assisting and supporting housing officers within the section
