REPORTS TO: Chief Financial Officer/Treasurer
SCHEDULE: 8:30 am to 4:30 pm, Monday through Friday
STARTING SALARY: $37.21 per hour
ESSENTIAL FUNCTIONS OF THE POSITION
- Serve as the primary backup to the Confidential Payroll Manager.
- Ability to independently prepare and finalize bi-weekly payroll and all related reports and documentation for approximately 270-300 employees using Primepoint software in the absence of the Confidential Payroll Manager.
- Assist the Confidential Payroll Manager in preparation, verification, and processing of all payrolls and payroll adjustments including but not limited to; new hires, promotions, salary changes, terminations, retroactive payments and stipends.
- Ability to prepare & execute all employee deduction agency payments on a bi-weekly basis as needed by the Confidential Payroll Manager.
- Assume lead responsibility for the daily maintenance and integrity of the electronic timekeeping system, ensuring all hours, overtime, and leave categories are recorded accurately prior to payroll transmission.
- Act as the primary point of contact for all municipal departments regarding time and attendance inquiries, system troubleshooting, and policy interpretation.
- Coordinate and conduct individual and group trainings as needed on the municipality's electronic timekeeping system and mobile application to ensure staff and supervisors are proficient in daily time entry, leave requests, and mobile app functionality.
- Serve as the first point of contact for employees regarding employee self-service portal registration and ongoing account management and troubleshooting.
- Assist the Confidential Payroll Manager with all payroll calculations including but not limited to; retroactive salaries, stipends, clothing allowances, buy back and buy out payments.
- Provide verification of employment as requested by outside agencies.
- Assist in the preparation of all correspondence and reports generated through the Finance Office.
- Assist in the processing of Purchase Orders in accordance with established procedure policy and State law.
- Receipt and deposit funds collected by the Township.
- Reconcile bank statements as assigned by the Chief Financial Officer.
- Assist in the preparation of the annual budget.
- Assist in the maintenance of accurate financial records.
- Provide backup secretarial service necessary for the smooth operation of the Finance Office.
- All other tasks as assigned by the Chief Financial Officer, Assistant Chief Financial Officer, Confidential Payroll Manager and Township Administrator.
QUALIFICATIONS FOR THE POSITION
- The ability to read, write, speak and understand the English language sufficiently to perform the duties of the position.
- The ability to pass a post offer/pre-employment physical exam including a drug screening analysis.
- Conformance with the Township of Stafford dress code and other personnel policies as adopted by the Township.
- The ability to work cooperatively with associates, subordinates, superior officers, and with those interested in or concerned with the work of the office.
- The ability to act courteously and effectively with the public.
- The ability to make financial entries accurately and to check financial records prepared by others for accuracy, completeness and propriety.
- The ability to type 30-45 words per minute.
- Working knowledge of bookkeeping and mathematics that pertain to this position and thorough knowledge of payroll and related procedures.
- The ability to compile materials for use in reports and summaries.
- The ability to maintain records and files with a high degree of accuracy, confidentiality and attention to detail.
- The ability to manage multiple deadlines in a fast-paced environment.
- Extensive experience in computer operations and programs including Microsoft Windows based applications.
- The ability to operate standard office equipment.
- Excellent organizational and communication skills.
- A High School diploma or the equivalent with two years business experience or two years of college education.
- The ability to obtain and maintain any certifications deemed necessary by virtue of State, Local, or Administrative mandate.
