The Environmental Protection Team within the Council’s Communities Department plays a vital role in protecting public health and improving the quality of life across the borough. The service delivers a wide range of regulatory functions, including managing environmental issues, providing technical advice to support decision‑making, and ensuring compliance with relevant environmental legislation to safeguard residents, businesses and local communities.
St Helens Borough Council is seeking a motivated Regulatory Services Compliance Officer - Contaminated Land to join our Environmental Protection team. This specialist role offers an exciting opportunity to lead on contaminated land matters across the borough, playing a key role in protecting public health, the environment and future generations from the impacts of historic and current land contamination. You will work across a diverse range of development sites and land quality issues, providing specialist technical expertise in contaminated land assessment, remediation and environmental risk management.
As the Council's specialist officer for contaminated land, you will undertake site investigations, assess technical reports, provide expert advice on planning applications, and lead the Council's work in identifying and managing land that may meet the legal definition of contaminated land under Part 2A of the Environmental Protection Act 1990. You will also contribute to enforcement actions where necessary and represent the Council at planning committees, appeals, hearings and court proceedings.
We are looking for a qualified environmental protection professional with a strong knowledge of contaminated land legislation and guidance, excellent analytical and investigative skills, and the ability to interpret complex technical information and communicate clear, proportionate and practical solutions to a wide range of stakeholders. This is an excellent opportunity for a dynamic officer looking to further develop their expertise in land quality and environmental protection while making a meaningful contribution to the regeneration and sustainable development of the borough. You will help ensure that development takes place safely and responsibly, protecting communities and supporting investment across St Helens.
Employees can regularly work away from Council workspaces (including home or other locations), alongside required office‑based working. The balance between remote and office‑based working is determined at service level based on operational need, however, there has been a minimum specification that staff will work at least 2 days from an office‑based location.
