Strategic Manager-Carmarthenshire Family Centre Network
Title: Carmarthenshire Family Centre Network Strategic Manager
Reports to: Plant Dewi Family Support Manager
Plant Dewi is a family support project. It has a remit to nurture families and strengthen communities in the Diocese of St Davids through its five areas of work; family centres, families together groups, work with young parents, work with dads and Baby Bundle.
JOB PURPOSE
As the Family Centre Network Strategic Manager, you will be a confident ambassador for Plant Dewi and a strong advocate for supporting families in their community. You will support Carmarthenshire's Family Centre Network to deliver a quality service that strengthens and supports the skills of families who attend family centres. You will ensure that the network of family centres continue to be an integral part of the Carmarthenshire's Families First and Flying Start programmes. The service will target those families experiencing the impact of poverty within an open access framework.
KEY RESPONSIBILITIES
FAMILY CENTRE NETWORK
- To manage the operational work of the centres, through directly employed staff or staff employed by partner agencies.
- Line Manage directly employed family centre managers.
- To facilitate the Family Centre Network which gives opportunities to share best practice and ensure that policies and procedures are consistent.
- Identify and arrange relevant training to support Family Centres in their role.
PARTNERSHIP
- To play an integral role as part of the Carmarthenshire Families First/Flying Start programmes.
- To work in partnership with both voluntary and statutory agencies including health, parenting and Early Help teams and other agencies operating with the Families First and Flying Start programmes.
- Establish/attend strategic meetings and develop the involvement of Health Services.
- Enhance the coproduction model across the network, to ensure families and communities are involved in the design and implementation of the centres.
MONITORING AND EVALUATION
- To oversee and monitor quality assurance systems in the centres.
- To oversee the monitoring and evaluation and the effectiveness of the centres, including regular reports to the management committee of the centres and reports to funders.
- To coordinate the completion and submission of the RBA reports on behalf of the network to Carmarthenshire County Council.
- To design and implement plans for the provision and continual improvement of the services.
- To monitor and evaluate the work in line with the requirements of the funders and the requirements of Plant Dewi.
SUSTAINABILITY
- To be aware of the overall financial viability of all the family centres and contribute to funding plans to support sustainability.
- To ensure that financial management standards are fully met, including those which relate to commissioning services.
COMPLIANCE
- To keep up to date with current legislation, policies, strategies and research relating to the service.
- To keep up to date with current practice/plans County/Diocesan wide relating to the service.
- To ensure that all legal obligations are appropriately met with, e.g. safeguarding, health and safety, equality of opportunity, confidentiality and data protection/GDPR; and to ensure that all concerns are reported and appropriate records for inspection are maintained.
- To ensure safeguarding procedures are always followed.
- To ensure that all relevant health and safety measures, equal opportunities objectives, and anti-discriminatory practices are implemented and adhered to.
- To ensure adequate organisational policies and procedures are developed, implemented and monitored.
PROMOTION
- To promote and represent the centres as required, to include presentations to conferences, community and interagency meetings and consultation on future developments.
- To oversee, develop and promote community involvement in the centres and ensure that parents, carers and children are able to contribute to the development of services.
GOVERNANCE
- To provide support to the Management Committees to ensure best practice within the individual charities.
INVOLVEMENT WITH THE DIOCESE OF ST DAVIDS
- To ensure that the Local Ministry Areas across the Diocese of St Davids know about the activities on a regular basis and where possible are involved.
- To contribute to Diocesan events.
OTHER
- To be an integral part of the Plant Dewi Team.
- To effectively manage the use of resources.
- To maintain records of work done for the purpose of funding agencies and Plant Dewi.
- To participate in training opportunities as and when required.
- To contribute to the Plant Dewi report.
- To communicate effectively with colleagues, partnerships, networks, groups and service providers.
- To adhere to Plant Dewi’s Employee Handbook and all policies and management procedures.
- To participate in general office duties, staff meetings, events and activities
- To keep appropriate records and complete appropriate paperwork and follow Plant Dewi procedures
- To consult and co-operate with the line manager, providing regular reports both written and verbal
- To undertake any other reasonable duties as may be appropriate or as directed by the line manager.
- To be a champion for the Plant Dewi mission and vision, which are rooted in its Christian values of showing love, kindness and hospitality to those in need, ensuring services are delivered in accordance with principles of equality of opportunities.
