Senior Product Manager
Inside IR35: £425 per day
Predominantly remote - London workshops 1-2 times per month
5th October start - 2 months initial (extension expected)
We are recruiting a Senior Product Manager to lead a government Discovery focused on improving access to bovine tuberculosis testing and animal-health information. You will establish the product vision, prioritise user and organisational needs, and define a deliverable minimum viable product for a future digital service used by livestock keepers and veterinary professionals.
Working with the Service Owner and a multidisciplinary team, you will translate research and evidence into a clear Alpha recommendation, backlog, roadmap and measurement framework.
Role responsibilities

Set the product vision and strategy for a new keeper-facing digital service.

Lead prioritisation across user value, organisational benefit, cost, delivery risk and value for money.

Represent the needs of livestock keepers and veterinary professionals using research evidence.

Own the prioritised problem statements and value case, connecting user needs with business outcomes.

Define and prioritise the MVP alongside service design and technical architecture leads.

Produce the recommended Alpha scope, backlog, roadmap and delivery options.

Establish success measures, indicators and baseline assumptions.

Assess alignment with related livestock-information initiatives, avoiding duplication and clarifying ownership.
Key experience and requirements

Senior product-management experience within government digital services.

Strong experience leading products through Discovery and preparing evidence-based recommendations for Alpha.

Experience shaping new services without an established product, backlog or delivery model.

Strong prioritisation and value-articulation skills.

Experience defining product outcomes, success measures, indicators and baselines.

Strong knowledge of agile and lean delivery, user-centred design and product lifecycle management.

Confidence making strategic decisions on product scope, value and acceptance.

Strong stakeholder-management skills across multidisciplinary teams and complex organisations.
