We are seeking an experienced Project Manager to lead a strategic transformation initiative within the RPA Business Planning function. The current cross-agency planning and operational tracking processes rely on a legacy Access database and macro-enabled Excel tools. While functional, these solutions are resource-intensive, difficult to scale, and pose long-term support risks. This project will focus on delivering a strategic options approach to modernise the planning tool and associated dashboards, ensuring a future-proof, scalable and supported solution aligned with Defra's Digital & Data Strategy and RPA's Transformation Agenda.

You will lead the end-to-end delivery of a discovery and options phase, managing stakeholders across business, digital and operational teams to define a robust future state planning platform. Key responsibilities include:

  • Leading the delivery of an options paper exploring strategic solutions and replacement platforms
  • Managing stakeholders across RPA, DDTS and wider delivery teams
  • Overseeing assessment of current legacy tools (Access databases and Excel macros)
  • Coordinating technical and business inputs to evaluate build vs buy solutions
  • Managing risks associated with unsupported legacy systems and ongoing support gaps
  • Driving delivery governance, reporting, planning and RAID management
  • Supporting the definition of a scalable, integrated planning and dashboard capability
  • Ensuring no loss of existing functionality during future transition

Key Objectives:

  • Identify and evaluate options for a modern, supported planning system
  • Enable integrated planning across operational and non-operational areas
  • Improve automation, validation and reporting capabilities
  • Support the creation of a scalable architecture aligned to digital strategy
  • Facilitate integration with resource and supply data for enterprise-wide visibility

Essential Experience:

  • Strong Project Management experience within UK public sector or government programmes
  • Proven delivery of digital transformation or legacy modernisation projects
  • Experience managing discovery phases or strategic options development
  • Experience working with planning tools, dashboards, data platforms or business systems
  • Strong stakeholder management across senior operational and digital teams
  • Experience working with legacy technologies (Access, Excel macros, unsupported systems)
  • Governance, risk and delivery assurance experience in complex environments

Desirable Experience:

  • Experience within Defra Group, RPA or agricultural / land management programmes
  • Knowledge of Power Platform, enterprise planning tools or reporting platforms
  • Experience working with data integration or enterprise reporting solutions
  • Understanding of digital transformation within operational delivery organisations
