Product Manager - Public Sector Discovery

We are looking for an experienced Product Manager to lead the product direction for a public-sector Discovery focused on improving case and incident management services.

Working within a multidisciplinary team, you will define the problem space, bring together user, operational and organisational needs, and assess whether there is a viable and cost-effective service to progress into Alpha.

You will work closely with delivery, architecture, business analysis, service design and user research specialists.

The Role

You will take ownership of the product activities throughout Discovery, ensuring findings are converted into clear priorities, evidence-based recommendations and an achievable roadmap for the next delivery phase.

The Product Manager will play a central role in assessing technical feasibility and business viability, evaluating buy, build and reuse options, and presenting a clear go/no-go recommendation to senior stakeholders.

Key Responsibilities

  • Agree the Discovery outcomes, problem statement and success criteria with key stakeholders.
  • Establish a clear product vision based on user needs, organisational objectives and operational challenges.
  • Support user research and translate findings into prioritised user needs, use cases and epics.
  • Work with service design and business analysis colleagues to understand existing journeys, processes, pain points, duplication and manual workarounds.
  • Assess opportunities to improve case and incident management across processes, data, technology, integrations, governance and assurance.
  • Lead the assessment of build, COTS and reuse options against user needs and Discovery evidence.
  • Develop a high-level Alpha delivery plan, product roadmap and indicative route into Beta.
  • Significant experience as a Product Manager delivering digital services within complex organisations.
  • Strong experience leading or playing a senior product role during Discovery.
  • Experience defining product vision, outcomes, problem statements and measurable success criteria.
  • Proven ability to turn research and service insights into prioritised user needs, epics, backlogs and roadmaps.
  • Experience producing evidence-based recommendations for progression into Alpha.
  • Excellent stakeholder management, workshop facilitation and communication skills.
  • Experience working within multidisciplinary Agile teams.
  • Ability to operate effectively with senior stakeholders and navigate competing priorities.
  • Experience preparing services for Discovery or Alpha assessments.
  • Familiarity with Secure by Design and the Technology Code of Practice.
  • Experience working with case management, incident management or operational workflow services.
  • Understanding of security, information governance, data and integration considerations.
  • Experience supporting high-level cost-benefit analysis and business-case development.
