The Charge Prevention Manager is responsible for preventing, reducing, & processing Street Works charges across the business by ensuring that the correct legislative & internal processes are understood, followed, & consistently applied.

Key Responsibilities

  • Take overall responsibility for the processing, management & reduction of Street Works charges, including Section 74 overrun charges, Fixed Penalty Notices (FPNs), Defect Inspection charges, and GSOP.
  • Oversee the review, investigation, & categorisation of all charges received to confirm validity, root cause, ownership, and preventability.
  • Ensure the business has clear visibility of charge trends, high‑risk issues, and repeat failure points.
  • Support the Head of Performance in meeting charge reduction targets and ensuring client KPI compliance each month.
  • Lead structured root‑cause analysis of Street Works charges to determine whether failures are process, people, system, or planning related, and where controls are missing or ineffective.
  • Implement new processes or controls, strengthen existing checks and approvals, clarify responsibilities across teams, and ensure corrective actions are implemented, monitored, and embedded.
  • Ensure lessons learnt from charge reviews are clearly documented and shared with the wider business (Leadership Team, Operations, Street Works, etc.).
  • Track whether own goals & lessons learnt are reducing charge volume and ensure repeat issues/offenders are escalated; drive continuous‑improvement processes across the business to ensure performance consistency.
  • Identify charge risk at planning, delivery, and closure stages of works.
  • Work with business functions (including Operations) to reduce overruns and ensure permit conditions and noticing requirements are achievable & understood.
  • Challenge unsafe or non‑compliant practices that increase exposure to charges.
  • Ensure decisions to challenge or accept charges are evidence‑based and aligned with legislation and contract requirements.
  • Provide the business with regular reports showing accepted/challenged charges (and weekly/monthly accruals per contract).
  • Hold regular contract meetings to ensure full visibility of charges/accruals each month.
  • Work closely with finance & commercial departments to ensure charge liabilities are understood, charges attributable to subcontractors are supported with appropriate evidence, and charges are accurately reported in CVRs & monthly reports.
  • Maintain accurate charge records for each contract (including monthly invoicing).
  • Act as a senior point of contact for all charge‑related queries & support for the business & external stakeholders (Local Authorities, clients) and provide leadership & direction where needed.
  • Support training of analysts, planners, supervisors, & managers where trends show issues & who are new to the business.
  • Attend external meetings to discuss charge performance, compliance concerns, and improvement actions.
  • Keep up to date with changes to all relevant legislation (NRSWA, TMA, & Street Manager requirements) and ensure these are reflected in business processes.
  • Ensure internal processes are understood, regularly briefed, and expectations around compliance & accountability are also understood at all levels within the business.

This role is primarily office‑based, with the potential for a hybrid working arrangement.
