I am currently supporting a Local Government Authority based on the outskirts of London, which is seeking to appoint an experienced Deputy Monitoring Officer on a locum basis to strengthen its Governance & Legal Services team. This is a senior governance role offering a varied mix of constitutional advice, standards and ethical governance support, and oversight of decision‑making processes within a high‑profile local authority.

The role:

  • Provide high‑level governance and constitutional advice to Members, senior Officers, and service leads
  • Support the Monitoring Officer in ensuring lawful decision‑making and robust corporate governance
  • Advise on standards matters, including Member conduct, investigations, and Code of Conduct issues
  • Oversee and advise on committee processes, reports, and democratic governance arrangements
  • Assist with the review and maintenance of the Council’s Constitution and governance frameworks
  • Contribute to organisational improvements, risk management, and compliance activity

The ideal candidate will have:

  • Strong post‑qualification experience within local government governance or monitoring officer functions – Essential
  • A solid understanding of local authority decision‑making, standards frameworks, and constitutional law – Essential
  • Experience advising Members and senior stakeholders in a political environment – Essential
  • Previous experience acting as a Deputy Monitoring Officer or providing MO‑level support – Desirable
