Spirehouse are currently recruiting for a HR Lead on behalf of a Public Sector organisation in Manchester.

About the role

The role involves leading the HR function within the organisation. The successful candidate will be responsible for updating and implementing HR policies in line with upcoming changes in employment law, managing employee relations (including grievances and union matters), supporting organisational growth (including TUPE transfers), and helping to develop and drive a comprehensive people strategy. The position requires hands-on involvement in complex HR queries while also providing strategic guidance to ensure best practice. There is flexibility regarding contract type (permanent or interim), working hours (full-time or part-time).

Responsibilities

  • Update and implement HR policies in line with employment law.
  • Manage employee relations cases, including grievances, absence management, and challenging conversations.
  • Work closely with unions and manage union-related matters.
  • Support organisational growth through effective TUPE processes when required.
  • Drive the development of a structured people strategy.
  • Provide guidance on complex HR queries to relieve workload from senior leaders.
  • Support policy benchmarking.

Salary and benefits

  • Salary banding: £54,963 to £62,501 per annum (flexible within banding based on experience).
  • Open to part-time contracts (minimum 0.6 FTE). 37.5 hours per week full-time equivalent.
  • Annual leave: 25 days plus bank holidays.
  • Membership of Local Government Pension Scheme (LGPS) with 15% employer contribution.
  • Access to Westfield Health Cash Plan plus additional health benefits.
  • Potential for interim/fixed-term contracts at daily rates circa £275 - £300 depending on experience.
