ECare Project Manager x 43 month fixed term contract

Hybrid/Treliske, Truro – 60% in office

Spinwell is recruiting for an ECare Project Manager for an excellent opportunity within the public sector.

Responsibilities of the ECare Project Manager

  • Initiate IM&T projects as directed by the Senior Project Manager, Programme Manager, and assess them for feasibility.
  • Responsible for identifying, analysing and documenting the project requirements.
  • Responsible for the production of the specification and design/modification of information systems, including overseeing development work.
  • Undertake impact analyses to feed into service changes required after project delivery.
  • Identify, in conjunction with customers, the benefits to be realised by meeting the project requirements and the key success factors to be used to measure the project.
  • Manage a number of concurrent projects and/or act as stage manager for larger projects, as assigned by the Senior Project Manager or Programme Manager, across all customer areas across different disciplines, ensuring effective and regular communication at all levels with all interested parties.
  • Co-ordinate and manage internal and external parties to ensure their effective involvement in change management, delivery and ongoing service, according to policy of the customer organisations.
  • Ensure that quality standards are maintained throughout, such that each project deliverable is fit for purpose and meets its documented requirement.
  • Define and manage project risk parameters, instigating contingency plans and escalate as necessary to the Senior Project Manager, Programme Manager or Project Board.
  • Create, direct and motivate representative project teams. Allocate, schedule and monitor team members’ work, and the day-to-day coordination of their planned tasks to meet the project targets.
  • Present project aims and objectives to suppliers, staff, patients and/or support groups, engendering enthusiasm and commitment.
  • Define quality standards and coordinate and take part in system and hardware testing of the delivered system; this will also be required for system upgrades.
  • Initiate and manage background research, development and testing phases of each project, as part of the technical options appraisal process, in order to recommend the optimum solution.
  • As required, in conjunction with the IT practice educators or training team, train customers in the use of the new systems and provide training material.
  • Identify technical and intellectual issues that are raised as part of the project.
  • Using own judgement, liaise with the appropriate CITS operations and support teams, and contractors, to ensure optimum solution and a smooth handover of the project to the support representatives, including agreeing support processes for future procedures and service level agreements where necessary.
  • At times project delivery and implementation will involve working long and unsocial hours under stressful conditions in order to minimise service disruption. Some project work will require long periods of concentration, which may be interrupted with requests for help or information without detriment to those current activities.

Project Control

  • Develop, implement and recommend changes to procedures and guidelines around new systems/services or policies and changes to existing systems/services or policies within IT support areas and customer organisations.
  • Develop, monitor and manage changes to business case(s), project plans and financial project summaries, presenting these to Senior Project Managers, Programme Managers, Project Boards and/or Management Teams.
  • Manage all changes in project scope to ensure that the project remains deliverable within the estimated effort and time parameters or agree required extensions with customer or Programme.
  • Undertake and document post implementation reviews of projects to ensure that process improvement can benefit from the experiences of each project delivery.
  • Arrange, chair/participate in and document structured project meetings, and collective discussions with customers, patients, suppliers and system users.
  • Assess project priorities with the Senior Project Manager or Programme Manager, when conflict arises.
  • Complete and circulate all mandatory departmental and national documentation within specified timescales.
  • Assist the customers in the measurement of benefits realisation once the project has been satisfactorily implemented.
  • Responsible for regular creation, ownership and management of all core project documentation – including project plans, risk, issue logs, meeting minutes, project budgets using Microsoft Office applications or other software tools.

Financial and Contractual

  • Negotiate and manage project budgets up to Β£500,000.
  • Responsible for negotiating favourable contractual terms and pricing with suppliers; procuring and authorising systems and equipment, using national contract frameworks where appropriate.
  • Co-ordinate, monitor and measure suppliers to ensure the contracted products/services are developed and delivered as planned.

General

  • Support customers, who might be working in very stressful circumstances, in an efficient and empathetic way, in the use of new systems.
  • Represent Cornwall Information & Technology Service at local, regional and national meetings.
  • Keep up to date with new developments within the IT arena in order to maintain currency of subject matter expertise and provide the latest solutions to customers.
  • Use of a computer continuously for long periods of time.

Skills / Experience of the ECare Project Manager

  • Proven successful structured project management skills/experience including experience in managing change and leadership of project teams.
  • Significant relevant experience in health service or other major large-scale customer service oriented organisation.
  • Proven experience in organising and prioritising multiple tasks and workloads and meeting deadlines.
  • Experience of creating and managing project budgets.
  • Educated to degree level or equivalent professional qualification.
  • Hold a formal project management qualification (e.g. PRINCE, APM, Agile).
  • Practical knowledge of Project Management procedures (ideally PRINCE 2).
  • Effective user of MS Office and MS Project.
  • Demonstrable capability of delivering projects on time, to an agreed quality and budget.
  • Excellent verbal, including strong presentation skills, written and interpersonal skills.
  • Ability to solve complex analytical problems; independently analyse information; oversee and control testing/options appraisals and make recommendations based on all analysis.
  • Very good negotiating and diplomacy skills, coupled with the ability to remain objective when dealing with issues.
  • Good team leadership, co-ordination and motivation skills. Good team player.
  • Self-motivated with ability to work independently and on own initiative.
  • Professional at all times and able to deal with customers at all levels.
  • Flexible - to attend meetings at other sites and out of county, which might entail late working, overnight stays and weekend working.
  • Persuasive.
