Spinwell is recruiting for a Finance & Procurement Design and Implementation Lead for an excellent opportunity within the public sector.
RESPONSIBILITIES OF THE FINANCE & PROCUREMENT DESIGN AND IMPLEMENTATION LEAD
The Finance & Procurement Design & Implementation Lead is the primary functional expert for the finance, purchasing and procurement elements of the ERP transformation programme. You will work closely with the Finance & Commercial Service Directors, Programme Director, Project Manager and the Implementation Partner to ensure the Oracle Fusion Cloud solution is configured to meet the organisational and statutory requirements of the Force at as well as broader transformation goals, adhering to the principle of "Adopt not Adapt".
You will own delivery within the finance, purchasing and procurement workstream and act as the critical translator between the technical consultants building the system and the police officers and staff who will use it daily. You will work closely with business change practitioners to ensure successful adoption and sustainable benefits.
SKILLS/EXPERIENCE OF THE FINANCE & PROCUREMENT DESIGN AND IMPLEMENTATION LEAD
- Professional accountancy qualification (CCAB/CIMA/ACCA)
- Proven experience implementing Oracle Cloud ERP Finance (must include multiple full lifecycle implementations).
- Strong hands‑on configuration experience in core finance, purchasing and procurement modules.
- Significant experience in public sector or highly regulated environments (policing desirable).
- Experience designing Chart of Accounts, financial controls configuration, workflows, and integrations.
- Deep understanding of UK statutory requirements, VAT, audit, and public‑sector finance processes.
- Proven ability to independently lead design and implementation without in‑house functional support.
- Experience working closely with system integrators and challenging design/approach where needed.
- Able to challenge constructively and maintain independence from supplier influence.
- Experience of developing and delivering systems re‑design and delivering to strategic objectives to optimise system functionality
- Experience of process mapping and process reengineering to achieve improved services
- Experience of developing and delivering relevant guidance and training
- Highly structured, detail oriented, and quality driven.
- Confident, authoritative design lead capable of influencing senior finance stakeholders.
- Collaborative with strong relationship building skills
- Delivery-focused with a hands‑on approach.
- Full UK Driving Licence Required
