Pay Rate to Intermediary: £750-£850 per day

Spinwell is recruiting for an ERP Payroll Design & Implementation Lead for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE ERP PAYROLL DESIGN & IMPLEMENTATION LEAD

The Payroll Design & Implementation Lead is the primary functional expert for the Payroll elements of the ERP transformation programme. Working closely with the Payroll Manager, Service Directors, Programme Director, Project Manager and Implementation Partner, the postholder will ensure the Oracle Fusion Cloud Payroll solution is configured to meet organisational, legislative and statutory requirements whilst supporting broader transformation goals and adhering to the principle of "Adopt not Adapt." The role will lead delivery of the Payroll workstream and act as the critical translator between technical consultants building the system and the operational teams who will use it daily. The postholder will work closely with HR colleagues to ensure Payroll processes are appropriately aligned to Core HR, Workforce Management, Recruitment, Talent and organisational structures, providing support and subject matter expertise on HR-related dependencies where required. The role will work closely with business change practitioners to ensure successful adoption and sustainable benefits.

SKILLS/EXPERIENCE OF THE ERP PAYROLL DESIGN & IMPLEMENTATION LEAD

  • CIPP qualification, equivalent payroll qualification or substantial payroll implementation experience.
  • CIPD qualification desirable where the candidate will be supporting HR process design.
  • Proven experience implementing Oracle Cloud Payroll solutions, with an understanding of relevant Oracle HCM modules and their payroll integration points (must include multiple full lifecycle implementations).
  • Strong hands-on configuration experience in Oracle Fusion Payroll modules (and some HCM experience).
  • Significant experience in public sector or highly regulated environments (policing desirable).
  • Experience designing organisational structures, position hierarchies, payroll controls, security models and integrations.
  • Deep understanding of UK payroll legislation, HMRC requirements, pensions administration, employment law and GDPR.
  • Proven ability to independently lead design and implementation without in-house functional support.
  • Experience working closely with system integrators and challenging design/approach where needed.
  • Able to challenge constructively and maintain independence from supplier influence.
  • Experience of developing and delivering systems re-design and delivering to strategic objectives to optimise system functionality.
  • Experience of process mapping and process reengineering to achieve improved services.
  • Experience of developing and delivering relevant guidance and training.
  • Highly structured, detail oriented, and quality driven.
  • Confident, authoritative design lead capable of influencing senior HR and Payroll stakeholders.
  • Collaborative with strong relationship building skills.
  • Delivery-focused with a hands-on approach.
  • Full UK Driving and own car for business use.
