Location: Hybrid/ Shrewsbury - 1 day per week working in Shropshire as may require site visits to development sites.

RESPONSIBILITIES OF THE DEVELOPING HIGHWAYS SUPPORT OFFICER

  • Process and oversee applications for proposed agreements under S38 and S278 of the Highways Act 1980.
  • Oversee detailed technical assessments of development related highway works proposed for agreements under S38 and S278 of the Highways Act 1980.
  • Use professional judgement and other resources as appropriate to review and approve designs by third parties for making alterations or additions to the council’s highway network.
  • Create and maintain a central database capturing all information in respect of Section 38 and Section 278 Agreements of the Highways Act, 1980, to include signing of legal agreements, bond amounts, the issuing of legal certificates and associated information agreed between the Council and national/local housing developers.
  • Prepare legal instruction on behalf of Developing Highways Manager in relation to the drafting of the Section 38 and Section 278 agreements.
  • Monitor the drafting of the Section 38/Section 278 legal agreement to ensure that the legal agreement is in place prior to commencement of works onsite.
  • Negotiate and agree the terms and wording of the legal agreements in relation to small to medium sized developments.
  • Ensure that appropriate supervisions and inspections are undertaken on developments with a view to supporting formal adoption of works as part of the highway following construction.
  • Maintain project file in relation to inspection reports, testing information and all other information in relation to the formal adoption of the future highway asset.
  • Monitor Section 38 and Section 278 agreements in relation to the completion of works on site and issuing of completion certificates in accordance with the terms of the Section 38 and Section 278 agreements.
  • Maintain good communications with the Area Maintenance, Streetworks, Structures, Signals, Drainage and engineering teams, and liaise with them regarding new agreements received and programming of works.
  • Work with a proactive approach and understand the needs of the road network in line with life cycle thinking.
  • Undertake work within preset time scales to ensure that a programme of work is delivered within the optimal timescale.
  • Support the work of the wider Developing Highways team in promoting risk based asset management ways of working.
  • Undertake liaison with stakeholders to ensure understanding and acknowledgement of the program and its deliverables are understood and accepted.
  • Identify areas of improvement and implement new working practices and policies as required.
  • Ensure value for money is integral to all decisions.
  • Deal with day to day queries relating to developments within their remit.
  • Work in accordance with new Code of Practices, Legislation, Guidance etc. and assist the service in ensuring they are embedded throughout the service.
  • Develop working relationships and processes with new developers, agents and consultants as required.
