Contract Length: 12 weeks
Location: Hybrid/Guildhall, Shrewsbury - ideally 2-3 days in the office. Can consider fully remote for perfect candidate.

Spinwell is recruiting for a Revenues Manager for an excellent opportunity within the public sector.
RESPONSIBILITIES OF THE REVENUES MANAGER
- Provide an efficient and effective Council Tax and NNDR service to the Council.
- Maintain a thorough and up-to-date knowledge of all legal requirements pertaining to local revenue matters, interpreting, applying and advising on complex and contentious issues.
- Develop service specifications, business plans and annual work programmes, translating service priorities into operational plans and measurable outcomes.
- Develop, maintain and monitor Service Level Agreements with appropriate internal and external third parties to ensure delivery and value for money.
- Ensure the accurate annual billing of Council Tax, NNDR and Business Improvement Districts (BIDs).
- Ensure that both Council Tax and NNDR systems are maintained and used effectively across core and local teams.
- Ensure all staff are appropriately trained and understand their role in delivering service objectives as defined in service and team plans.
- Lead and manage Revenue Team Managers within their areas of responsibility, including overseeing staff development programmes, performance management and the design of training programmes for all staff.
- Promote and encourage effective debt management and recovery policies and practices for Council Tax and NNDR.
- Ensure all bills are pursued in accordance with legislation, while keeping IT support systems under continuous review and maintaining a programme of service improvement.
- Ensure effective liaison with external agencies, organisations and relevant Council officers.
- Oversee the accurate completion of statutory returns in line with government timescales (e.g. CTB1, QRC4, NNDR1, NNDR3).
- Design, implement and manage one-off discretionary revenue schemes as required.
- Ensure all statistical records relating to the unit’s functions—such as tax base calculations, bandings, exemptions, discounts and management information—are accurately maintained in collaboration with Team Managers.
- Monitor service delivery and develop and collate local and national performance indicators as directed.
- Provide management with reports on Council Tax and NNDR debt outstanding and income collected as required.
- Apply a structured, analytical approach to problem-solving and ensure a minimum 95% accuracy rate in all service work.
- Support the timely and efficient delivery of Revenues and Benefits services as required.
- Represent the Council at local and national events.
- Recommend and authorise debt write-offs in line with Financial Rules and agreed authorisation limits, including small balances where appropriate.
- Identify, assess, record and mitigate service risks.
- Manage allocated budgets in accordance with Financial Regulations and procedures.
- Prepare and present committee reports on hardship applications and discretionary relief.
- Deputise for the Revenues and Benefits Service Manager at meetings, seminars, briefings and other events.
- Work collaboratively with other managers to promote best practice, staff development, customer focus and operational efficiency across service areas.
