Spinwell is recruiting for a Senior Cloud Engineer for an excellent opportunity within the public sector.
Responsibilities
- Lead on designing, delivering and optimising self‑service cloud infrastructure, operating systems, and business applications to ensure that our platforms and services are secure, high performing and sustainable.
- Ensure delivery of a high quality user experience for software engineers, suppliers and other users needing access to cloud infrastructure.
- Support the delivery of services in the cloud so that they remain available to users at all times; that faults and incidents are tackled methodically and improvements fed into the backlog.
- Deliver, implement and support others to ensure that the Council’s values and practices always meet our objectives for security, financial prudence and transparency, inclusion and sustainability.
- Actively contribute to the work of a multidisciplinary team, so that all its members benefit from your core skills; promote the generous sharing of expertise and create opportunities for continuous learning and development.
- Actively contribute to Council‑wide and directorate initiatives that will achieve and implement the Mayor’s priorities and corporate objectives and meet the user needs of Hackney’s residents and businesses.
- On a rota basis with other Senior managers and the Head of service, act as the lead officer ensuring the effective coordination and delivery of support to users, including out of hours support where applicable, for which additional payment will be offered.
Skills / Experience
- Cloud Engineering (Level 5)
- Adopts and adapts appropriate cloud computing design methods, tools and techniques, selecting appropriately from predictive (plan‑driven) or adaptive (iterative/agile) approaches, and ensures they are applied effectively.
- Designs large or complex cloud‑based service solutions.
Undertakes impact analysis on major design options and trade‑offs.
Makes recommendations and assesses and manages associated risks.
- Reviews others’ cloud‑based service designs to ensure selection of appropriate technology, efficient use of resources, and integration of multiple cloud providers and technologies.
- Ensures that the cloud‑based service design balances functional and non‑functional requirements.
- Contributes to the development of service design policies and standards, and the selection of architecture components and building blocks.
- Plans and directs migration of IT services from traditional infrastructure to cloud computing‑based infrastructures and/or services.
- Programming / Software Development (Level 5)
- Takes technical responsibility across all stages and iterations of software development.
- Plans and drives software construction activities. Adopts and adapts appropriate software development methods, tools and techniques.
- Measures and monitors application of project/team standards for software construction, including software security.
- Contributes to the development of organisational policies, standards and guidelines for software development.
- Systems Integration & Build (Level 5)
- Plans and drives activities to develop organisational systems integration and build capabilities, including automation and continuous integration.
- Identifies, evaluates and manages the adoption of tools, techniques and processes to create a robust integration framework.
- Provides authoritative advice and guidance on all aspects of systems integration.
- Leads integration work in line with the agreed system and service design.
- Assesses risks and takes preventative action.
- Measures and monitors application of standards.
- Contributes to the development of organisational policies, standards and guidelines for systems integration.
- Network Design (Level 5)
- Produces or approves network providers’ network architectures, topologies and configuration databases for their area of responsibility.
- Specifies design parameters for network connectivity, capacity, speed, interfacing, security and access, in line with business requirements.
- Assesses network‑related risks and specifies recovery routines and contingency procedures.
- Creates multiple design views to address different stakeholders’ concerns and to handle both functional and non‑functional requirements.
- Operating Systems and Business Applications (Level 5)
- Oversees the configuration, deployment and lifecycle management of server operating systems and critical business applications.
- Manages patching lifecycles, performance optimisation, security management and centralised administration.
- Implements monitoring and alerting to ensure system health and optimal integration with cloud environments.
- Security Operations (Level 5)
- Monitors the application of, and compliance with, security operations procedures.
- Reviews actual or potential security breaches and vulnerabilities, ensuring they are promptly and thoroughly investigated.
- Recommends appropriate actions and control improvements.
- Ensures that security records are accurate and complete, and that support requests are dealt with according to agreed procedures.
- Contributes to the creation and maintenance of security policies, standards, procedures and documentation.
- IT Infrastructure (Level 5)
- Provides technical leadership to optimise the performance of IT infrastructure.
- Investigates and manages the adoption of tools, techniques and processes (including automation) for the management of systems and services.
- Oversees the planning, installation, maintenance and acceptance of new and updated infrastructure components and infrastructure‑based services.
- Ensures alignment with service expectations, security requirements and other quality standards.
- Ensures that operational procedures and documentation are fit for purpose and kept up to date.
- Ensures that operational issues are identified, recorded, monitored and resolved.
- Provides appropriate status reports and updates to specialists, users and managers.
- Solution Architecture (Level 5)
- Leads the development of solution architectures in specific business, infrastructure or functional areas.
- Leads the preparation of technical plans and ensures that appropriate technical resources are made available.
- Ensures that appropriate tools and methods are available, understood and employed in architecture development.
- Provides technical guidance and governance on solution development and integration.
- Evaluates requests for changes and deviations from specifications and recommends appropriate actions.
- Ensures that relevant technical strategies, policies, standards and practices (including security) are applied correctly.
Qualifications
- Ideally educated to bachelor's degree level and/or holds a relevant professional qualification (e. g., AWS certification).
However, consideration will be given to applicants without these qualifications who can demonstrate that they have worked at a comparable level.
