Role: Licensing Lawyer

Contract Length: Until 29/01/27

Location: Hybrid/Hackney - attendance at Council offices and committee meetings as required

Spinwell is recruiting for a Licensing Lawyer for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE LICENSING LAWYER

  • Provide clear, accurate, and pragmatic legal advice to client officers, senior management, and Licensing Committees on complex and routine licensing issues.
  • Prepare complex reports and attend evening Licensing Sub-Committee hearings to provide live legal, procedural, and governance advice to elected Members.
  • Represent the Council in Magistrates’ Court appeals, tribunals, and contested licensing review hearings where required.
  • Draft legal notices, committee decisions, licensing conditions, and policy documents, while keeping abreast of statutory updates and legal developments affecting local authority licensing.
  • Efficiently manage a high-volume, demanding caseload using our legal case management system, achieving the required annual target of 1,200 chargeable hours while adhering to Lexcel standards.
  • Build strong working relationships with internal teams (such as Environmental Health, Trading Standards, and Planning), external agencies (including the Metropolitan Police and Fire Authority), applicants, and local residents.

SKILLS/EXPERIENCE OF THE LICENSING LAWYER

  • Qualifications & Professional Requirements: Qualified Legal Professional: Solicitor or Barrister (qualified to practise in England & Wales) or Fellow of the Institute of Legal Executives (CILEX).
  • Experience & Skills:
  • Licensing Expertise: Proven experience managing a caseload of routine and complex licensing matters within local government or private practice.
  • Advocacy Experience: Demonstrable skills in advocacy before Licensing Sub-Committees, tribunals, or courts.
  • Local Authority Governance: Sound understanding of local government decision-making, administrative law, public law principles, and the political sensitivity required when advising Members and committees.
  • Communication & Influence: Excellent written and verbal communication skills, with the credibility and confidence to present complex legal arguments to diverse audiences.
  • Caseload Management: Ability to handle a varied workload under tight deadlines while maintaining file management and Lexcel compliance standards.
