Spinwell is recruiting for an Estates Surveyor for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE ESTATES SURVEYOR

  • To support the Property Services Manager in the estate management service across all operational and non-operational buildings falling within the Council’s ownership.
  • To manage the letting of vacant floorspace and property across the Council’s estate.
  • To manage, review and issue all leases and licences for occupation across the Council’s estate.
  • To support the Council’s commercialisation agenda and to maximise commercial opportunities to generate additional net commercial income.
  • To liaise with the Council’s Finance and Accountancy teams to oversee the Asset Valuations contract.
  • To liaise with the Council’s appointed Asset and Portfolio Managers and Managing Agents in respect of the properties acquired as part of the Capital Portfolio Fund.
  • To manage the contracts for letting agents, valuation advisors etc.
  • To advise the Council on the valuation of its land and properties.
  • To support the disposal and acquisition of land and property by or for the Council.

SKILLS/EXPERIENCE OF THE ESTATES SURVEYOR

  • Background in Local Government and comfortable working across different teams
  • Experience with valuations and managing a mixed property portfolio
  • Knowledge of commercial and industrial estates
  • Lettings, tenancy, and general estates management experience
  • A degree or equivalent in a relevant subject, for example estate management, facilities management, property management or Town and Country Planning.
  • Royal Institution of Chartered Surveyors (RICS) member or a commitment to achieving membership status.
  • At least 2 years’ post qualification experience working as a Chartered Surveyor in the commercial property field.
  • Estate management experience, including negotiating commercial rent reviews and leases.
  • Property valuation experience using market, income and cost approaches.
  • Experience of marketing property for sale and for letting.
  • Ability to deal with tenants and customers without supervision.
  • Good knowledge of Landlord and Tenant law.
  • Understanding of equality issues, how they impact on Council services provided and how they need to be integrated into service delivery and employment practices.
  • Well-developed negotiation, persuasion and problem-solving skills.
  • Good oral and written communication skills.
  • Good organisational skills and ability to manage competing priorities.
  • Competent IT skills, including the use of Microsoft Office / 365.
  • Emotional resilience.
