Spinwell is recruiting for a Commercial Specialist for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE COMMERCIAL SPECIALIST

  • Professional management, end-to-end, of key tenders to ensure compliance with due process.

This will include supporting stakeholders in scoping requirements, category market research, production of evaluation schemes, evaluating tender returns and award of contracts.

Oversee this work undertaken by other procurement professionals.

  • Ensure that non-pay/salary related spend satisfies the Government’s requirement of Value-for-Money and meets the appropriate standards in terms of openness, probity, propriety and spend controls.
  • Participate in and when needed take responsibility for the delivery of strategic CNC projects; this will include membership of project boards and manage the procurement workstream.
  • Provide proactive support and expertise to Stakeholders and handle the contractual/procurement aspects of procurements.

Provide expertise and support to successfully manage, plan, negotiate, evaluate and deliver procurements in line with organisational expectations.

  • Evolution of the Constabulary’s commercial terms and conditions, policies and working practices.
  • Enforcement of CNC’s commercial terms with contractors.
  • Take responsibility for health & safety, security compliance, social value, net zero and sustainability within the tender / procurement process.
  • Take ownership of risks associated with procurement and work proactively to identify risk and ensure that they are managed within the organisation’s risk management framework.

SKILLS/EXPERIENCE OF THE COMMERCIAL SPECIALIST

  • Professional Membership of the Chartered Institute of Purchasing and Supply MCIPS Professional Qualification.
  • Public Sector: Extensive experience in managing procurement activities and contracts within the public sector, understanding its unique challenges and regulatory requirements.
  • Experience and understanding of the procurement of goods, services, and works across a range of categories including but not limited to Professional Services, IT, FM and Travel/Fleet.
  • Experience of developing successful strategies providing professional guidance to organisations and stakeholders
  • Contract Lifecycle Management: Proven track record of handling all phases of the contract lifecycle, from negotiation and execution to monitoring and renewal.
  • Compliance and Risk Management: Experience in ensuring compliance with relevant laws and regulations, such as the PCR2015 and PA2023, and managing associated risks.
  • Stakeholder

Engagement: Demonstrated ability to work with various stakeholders, including suppliers, legal teams, and internal departments, to achieve Commercial objectives.

Strong interpersonal skills to build and maintain effective working relationships with diverse teams and stakeholders.

  • Dispute Resolution: Experience in managing and resolving contract disputes effectively and efficiently.
  • Analytical Skills: Proficient in analysing contract terms, financial data, and performance metrics to make informed decisions.
  • Attention to Detail: Meticulous in reviewing and writing procurement/contract documents to ensure accuracy and compliance.
  • Communication Skills: Excellent verbal and written communication skills to clearly convey information and expectations.
  • Project Management: Ability to manage multiple procurements and contracts simultaneously, ensuring timely and successful delivery.
  • Problem-Solving: Strong problem-solving skills to address and resolve issues that arise during the procurement/contract lifecycle.
  • Organisational

Skills: Highly organised, with the ability to manage documentation and maintain accurate records.

Ability to work unsupervised with self-motivation with the capacity to balance competing work pressures.

  • Legal

Knowledge: Understanding of contract law and public procurement regulations to ensure all contracts are legally sound.

Ability to prepare and produce necessary supporting documentation appertaining to contracts, service-level agreements and framework documentation.

  • Financial Acumen: Ability to understand financial aspects of contracts, including budgeting, cost control, savings and efficiencies.
  • Flexible attitude to changing priorities and requirements with the ability to work well under pressure and meet deadlines.
