Contract Length: 6 – 9 months (2 posts – 5 days 37 hours per week and 3 days 22.2 hours per week)

Spinwell is recruiting for a Pride in Place (PIP) Programme Manager for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE PRIDE IN PLACE (PIP) PROGRAMME MANAGER

The Interim Pride in Place Programme Manager position is a critical role within a new team, leading on the mobilisation and early delivery of the Pride in Place Programme across Medway’s three neighbourhood areas; Rede Common, Twydall and Luton. The role’s primary focus is to establish robust governance, compliance and engagement frameworks, support the set-up of Neighbourhood Boards, and ensure the programme is fully aligned with MHCLG expectations in advance of key Phase 2 milestones. This is a hands-on, senior interim role operating at pace in a politically sensitive, community-led environment, working closely with MPs, residents and partners to safeguard up to £20m per area of public investment. The Interim Pride in Place Programme Manager will manage complex and difficult discussions to ensure that the programme is set up and delivered in time, on budget, and within Central Government set criteria.

SKILLS/EXPERIENCE OF THE PRIDE IN PLACE (PIP) PROGRAMME MANAGER

  • Level A - A degree in a relevant subject such as business analysis, business administration, project management etc.
  • Level B (in addition to level A criteria) - Recognised qualification (e.g. PRINCE2 Practitioner, MSP Practitioner, APM PMQ or equivalent).
  • Knowledge Level A - Understanding of how to develop partnership working to realise regeneration programme outcomes. Significant understanding of working to central government policy & guidelines and reporting mechanisms to deliver regeneration or similar programmes within the public sector. Knowledge of legislation, policies and procedures in relation to GDPR and data protection, equalities and safeguarding. An awareness of the One Medway Council Plan. Basic understanding of programme and project management principles. Awareness of financial tracking and value-for-money concepts.
  • Level B (in addition to level A criteria) - Demonstrable knowledge of how to organise and chair team, senior management and stakeholder meetings. Excellent knowledge and understanding of the One Medway Council Plan and how the work of Regeneration contributes to successful delivery. Strong application of programme management frameworks in complex delivery environments. Sound knowledge of financial planning, benefits realisation, and cost management. Good working knowledge of governance frameworks, compliance requirements (e.g. procurement, subsidy control), and assurance processes.
  • Level C (in addition to levels A and B) - Knowledge of best practice in how to act as partnership lead for regeneration programme delivery in a public sector or equivalent model. Expertise in procurement for large regeneration programmes (valued at £5 million or more). Deep application of strategic programme leadership in complex, ambiguous environments. Expertise in designing inclusive, evidence-based community engagement at scale. Expert application of governance, assurance, and regulatory frameworks within public sector constraints.

Experience

  • Level A - Experience supporting or working with community-led boards or partnerships. Minimum 2 years relevant work experience of overseeing regeneration or similar programmes and projects at a senior level within a large organisation. Experience of managing complex project groups and commissioning consultants to deliver large-scale or complex projects on time and within budget. Proven track record of developing and managing project teams and successfully delivering projects. Experience managing budgets and reporting on service delivery outcomes.
  • Level B (in addition to level A criteria) - Minimum 3 years relevant work experience of managing regeneration or similar programmes and projects at a senior level within a large organisation. Experience in end-to-end project management, encompassing strategic planning, execution, and performance monitoring of complex, large-scale initiatives across multidisciplinary teams. Demonstrated experience in coordinating with diverse stakeholder groups, proactively managing project risks, and ensuring adherence to relevant regulatory frameworks and industry standards. A track record of successfully delivering projects within set timelines and budgets.
  • Level C (in addition to levels A and B) - Minimum 5 years relevant work experience, track record successfully delivery of regeneration (placemaking) programmes to an aggregated value of £5 million plus. A minimum of five years post-qualification experience in managing complex construction projects, preferably in a public sector environment. Extensive experience in leading large project teams and managing multiple projects simultaneously. Significant involvement in strategic planning and decision-making processes, as well as in the development and implementation of project management frameworks and methodologies. Track record in business case development, bid writing and commercial negotiations to support delivery of Regeneration Programmes. Track record of resilience management demonstrating ability to manage conflicting workload priorities.

Strong presentation skills tailored to diverse audiences. Skilled in the use of Microsoft Office applications, including Word, Excel, PowerPoint, Teams, and Outlook. Financial control including estimating, monitoring, and grant claim submissions. Good negotiation and conflict resolution capabilities, with a proven ability to address and resolve disputes constructively, ensuring continued progress and alignment with strategic objectives. Ability to collaborate and build trust with diverse stakeholders (e.g. councillors, community groups, funders), confidently present programme updates and strategic insights and represent the Council externally with professionalism and influence. Ability to effectively communicate complex or sensitive information to various audiences in an understandable way. Ability to work independently and produce recommendations in line with regulations, legislation, and established procedures. Ability to stay calm and measured in high-pressure or emotionally charged environments, which supports resilience and effective problem-solving.
  • Level B (in addition to level A criteria) - Use project management approaches to ensure the proposed solutions align with the organisational strategy and vision. Able to use performance management approaches to ensure the proposed solutions align with the organisational strategy and vision. Can build consensus between organisations (private or public) or highly independent and diverse stakeholders about process development, establishment, and review. Can make and justify decisions characterised by high levels of risk, impact and complexity to effectively build consensus. Able to analyse governance and assurance systems and add appropriate measures to ensure appropriate standards are built into all project, programme and change activity. Can develop, maintain or update strategy in response to feedback and findings. Actively develops own capability and shares learning with others.
  • Level C (in addition to levels A and B) - Able to contribute to the development of best-practice Agile approaches to ensure new and innovative ways of working to achieve the right outcomes. Ability to expertly translate technical concepts to non-technical audiences, so they are understood by all. Demonstrates expert application of ethics frameworks within and beyond government, and able to provide authoritative advice and guidance to others on ethical considerations. Can create guidance and training that enable others to select and apply appropriate project and programme management methods, as well as performance management techniques, ensuring they are effectively embedded within projects and programmes. Able to develop complex benefit scenarios and hold senior leaders and partners to account to ensure their delivery. Ability to ensure strategic objectives effectively focus on outcomes rather than solutions and activities.
