An excellent opportunity has arisen for an experienced Senior HSE Manager to join a leading civil engineering and infrastructure contractor delivering complex projects across the water, utilities, power, highways, and infrastructure sectors. The business operates on long-term frameworks and major capital delivery programmes across Wales and the South West, with a strong reputation for collaborative working, innovation, and technical excellence.

The successful candidate will play a pivotal leadership role in driving health, safety, environmental, and quality standards across multiple projects and operational teams. You will be responsible for developing and implementing HSE strategies, ensuring compliance with legislation and company procedures, and embedding a positive behavioural safety culture throughout the business. This role would suit a proactive and influential HSE professional with significant experience within civil engineering, utilities, water, or infrastructure environments, ideally across framework-based project delivery. Experience working on major infrastructure schemes involving pipelines, treatment works, heavy civils, water or utilities would be highly advantageous.

Key Responsibilities
  • Lead and promote a positive health, safety, environmental, and wellbeing culture across the business and provide strategic HSE leadership across multiple infrastructure and civil engineering projects.
  • Ensure compliance with all relevant HSE legislation, company policies, and industry best practice and develop, implement, and continuously improve HSE management systems and procedures.
  • Conduct regular audits, inspections, and site reviews across operational projects and depots.
  • Lead incident investigations, root cause analysis, and corrective action implementation.
  • Monitor and report on HSE performance metrics, trends, and continuous improvement initiatives.
  • Support operational teams with risk assessments, RAMS reviews, and safe systems of work.
  • Engage closely with clients, regulators, supply chain partners, and senior management teams.
  • Promote behavioural safety initiatives and workforce engagement programmes.
  • Ensure environmental compliance and sustainability objectives are achieved across projects.
  • Support framework and tender submissions from a HSE and compliance perspective.
  • Drive continuous improvement across quality, environmental, and safety performance.
Requirements
  • Proven experience working in a Senior HSE Manager or Regional HSE leadership role within civil engineering, utilities, infrastructure, water, rail, or power sectors.
  • Strong knowledge of construction health, safety, environmental, and quality legislation.
  • Experience working on complex infrastructure projects including utilities, pipelines, treatment works, RC structures, highways, or heavy civils.
  • Excellent leadership and communication skills with the ability to influence teams at all levels.
  • Experience managing HSE teams across multiple live projects.
  • Ability to build strong working relationships with clients and operational stakeholders.
  • Strong understanding of behavioural safety and continuous improvement principles.
Qualifications
  • NEBOSH Construction Certificate or Diploma.
  • Chartered Membership of IOSH (preferred).
  • Environmental qualification (desirable).
  • CSCS Card.
  • Temporary Works / Utilities / Water sector certifications advantageous.
  • Full UK Driving Licence.
