An exciting opportunity has arisen for an experienced Estimator to join a growing and forward-thinking civil engineering and infrastructure contractor delivering projects across the water, utilities, environmental, power, highways, and infrastructure sectors. The business operates on long-term strategic frameworks and major capital delivery programmes across Wales and the South West, with an excellent reputation for collaborative working, innovation, and technical delivery. The company specialises in heavy civil engineering, clean and wastewater infrastructure, pipelines, treatment works, trenchless technology, reinforced concrete structures, and specialist infrastructure projects.
The successful candidate will join an established pre-construction team and play a key role in the preparation of competitive tenders and cost estimates across a wide range of civil engineering and water infrastructure projects. You will be responsible for managing the estimating process from initial enquiry through to final submission, ensuring tenders are commercially competitive, technically compliant, and aligned with operational delivery strategies. This role would suit an experienced Estimator with a background in civil engineering, utilities, infrastructure, or water sectors, particularly those with experience pricing projects involving pipelines, drainage, reinforced concrete, treatment works, highways, power infrastructure, or specialist engineering works.
Key Responsibilities- Prepare detailed cost estimates and tender submissions for civil engineering and infrastructure projects
- Review drawings, specifications, bills of quantities, and tender documentation
- Assess project risks, opportunities, and buildability considerations during the tender stage
- Liaise with operational, commercial, and design teams to develop competitive tender strategies
- Obtain and analyse subcontractor and supplier quotations
- Prepare take-offs, pricing schedules, and tender adjudication documents
- Support value engineering exercises and identify cost-saving opportunities
- Attend site visits, client meetings, and pre-tender meetings where required
- Develop accurate labour, plant, and material cost assessments
- Ensure tender submissions are completed accurately and submitted within deadlines
- Assist with bid presentations and post-tender negotiations
- Maintain and develop strong relationships with subcontractors, suppliers, and key stakeholders
- Support continuous improvement within estimating and pre-construction processes
- Proven experience working as an Estimator within civil engineering, utilities, infrastructure, or water sectors
- Strong understanding of construction methods, sequencing, and project delivery
- Experience pricing works relating to pipelines, drainage, groundworks, reinforced concrete, treatment works, highways, or utilities infrastructure
- Knowledge of NEC3 / NEC4 contracts and commercial principles
- Ability to read and interpret technical drawings and specifications
- Proficient in Microsoft Office and estimating software packages
- Ability to work collaboratively within a fast-paced pre-construction environment
- HNC / HND / Degree qualified in Civil Engineering, Quantity Surveying, Construction Management, or equivalent (preferred)
- Full UK Driving Licence
- CSCS Card (desirable)
