A local authority is looking for an experienced Programme Manager to lead the delivery of a capital works programme across its social housing stock. This is a senior role, acting as a strategic lead and technical authority within a capital delivery function, with accountability for programme planning, governance, performance, and stakeholder management.
You will take ownership of programme resourcing and delivery assurance, manage key delivery leads (including major works and M E streams), and drive continuous improvement across processes, reporting, resident engagement, and complaints handling. The work has a strong building safety and compliance focus across high-rise residential buildings and evolving regulatory requirements.
Responsibilities include:
- Leading end-to-end delivery of a housing capital programme, ensuring time, cost, quality, and governance controls
- Managing and developing senior delivery managers and driving performance across consultants and contractors
- Overseeing budgets, valuations, financial appraisals, and value for money across the programme
- Ensuring compliance with relevant legislation and regulations (including CDM and building safety requirements)
- Managing stakeholder engagement including residents and leaseholders, and supporting robust complaints handling
- Driving service improvement across policies, procedures, reporting, and ways of working
About you:
- Proven experience leading capital / major works programmes in a local authority or social housing context
- Strong background in contractor, consultant, and supply chain management
- Confident with governance, reporting, budget control, and dispute management
- Strong knowledge of building safety and compliance requirements in residential buildings (HRB experience highly desirable)
- Able to lead teams, set direction, and deliver outcomes at pace in complex environments
