Spencer Clarke Group are supporting a local authority in the East Midlands seeking an experienced Principal Development Surveyor to lead on complex development, disposal, and valuation activities across a diverse property portfolio.

You will provide senior professional expertise and drive forward asset development, disposals, and the ongoing review of the authority\’s commercial portfolio. The role will also play a key part in delivering the annual asset valuation programme and providing advice on complex commercial property transactions.

Key Responsibilities

Undertake complex commercial negotiations and valuations, acting as the lead advisor on high-value and politically sensitive property matters.

Support the review and rationalisation of the commercial estate, identifying opportunities for disposal, improved management, and enhanced income.

Commission and oversee external consultants as required.

Contribute to the delivery of capital receipts and income forecasting.

Manage reports, business cases, and briefings for senior officers and elected members.

Support the use and development of asset management systems.

About You

Chartered Surveyor (MRICS) and RICS Registered Valuer.

Significant post-qualification experience in valuations, asset development, disposals, and complex negotiations.

Strong track record of delivering property development projects, from feasibility through to delivery.

Commercially astute, with excellent analytical, communication, and stakeholder management skills.

Experience of managing budgets and providing strategic advice at senior levels.

Extensive experience working for a Local Authority
