Spencer Clarke Group are working closely with a Local Authority in the North East to appoint an Interim Senior Finance Business Partner to provide senior financial support across the Council's wholly owned companies. This is a short-term interim assignment focused on strengthening financial planning, commercial assurance and governance arrangements across a defined 3-month package of work.

What's on Offer

  • Rate: £500 - £600 per day
  • Contract length: 3-6 months initially
  • Full-time Hybrid working
  • Start: ASAP / subject to notice

The Role

The successful candidate will provide senior finance business partner support to the Council's wholly owned companies, with a focus on financial planning, commercial review and governance.

Key responsibilities:

  • Refreshing and updating the energy company's medium-term financial business plan.
  • Reviewing financial forecasts, assumptions and supporting narrative.
  • Challenging the financial model underpinning the business plan.
  • Identifying key financial risks, sensitivities and mitigation actions.
  • Clearly articulating financial implications for the company and shareholder.
  • Undertaking a full review of SLAs between the Council's companies and the Council.
  • Assessing SLA scope, cost allocation, charging mechanisms and value for money.
  • Providing senior financial advice, insight and challenge to key stakeholders.

About You

You will ideally have:

  • CCAB qualification or equivalent.
  • Senior finance business partnering experience within a Local Authority, public sector or commercial environment.
  • Strong financial planning, forecasting and financial modelling experience.
  • Experience reviewing commercial arrangements, SLAs, cost allocation or value for money.
  • Strong understanding of governance, assurance and financial controls.
  • Ability to operate autonomously and manage a defined package of work.
  • Excellent stakeholder management and report writing skills.
