Spencer Clarke Group's local authority is seeking an experienced Interim Disrepair Implementation / Change Lead to support the delivery of improvements across disrepair and related housing service operations. This is a delivery-focused assignment, not a discovery piece. Diagnostic work is already underway internally, and the requirement is for someone who can step into a live operational environment and help turn existing analysis into implemented, sustainable change.
Responsibilities include:
- Translate existing diagnostic findings into a practical and prioritised implementation plan
- Redesign and improve the end-to-end disrepair journey across multiple service areas
- Strengthen reporting, performance management and management information
- Improve workflow, case management and handoffs across the full disrepair process
- Support backlog reduction, service stabilisation and performance improvement activity
- Improve coordination across housing, repairs, surveying, complaints and legal teams
- Help implement workflow, system, automation and reporting changes
- Embed stronger accountability, ownership and escalation arrangements
- Support improved resident handling and reduce avoidable escalation
- Leave behind a clear sustainability and handover plan for ongoing improvement
About You:
- Strong operational experience within local government or a large social housing organisation
- Proven track record delivering repairs, disrepair or wider housing service improvement in a live environment
- Credibility across operational, complaints and legal interfaces
- Able to work independently and drive delivery at pace
- Confident engaging both senior managers and frontline teams
- Practical, hands-on and focused on implementation rather than strategy only
- Ideally able to demonstrate similar outcome-focused work
