Head of Highways & Transport

Location: London
Rate: £700 - £800 Per day
Contract: 12 months

Spencer Clarke Group are working with a public sector organisation in London to appoint an Interim Head of Highways & Transport to lead both the strategic transport agenda and the operational highways and network management function.
/n
This is a senior leadership role covering policy and programme delivery alongside highways asset management, inspections, statutory compliance and risk, management of key contracts and frameworks.
/n
/n
Responsibilities include:
/n
/n
- Strategic leadership across transport policy, strategy, LIP management and programme delivery
/n
- Senior stakeholder management with TfL, members, residents and internal directorates
/n
- Leadership of highways maintenance and engineering, asset management and inspections
/n
- Network management duties and customer-facing highways service delivery
/n
- Oversight of statutory compliance, operational risk and emergency response (including winter resilience and flooding)
/n
- Contract and framework management across highways and associated services
/n
- Oversight of S278 agreements and developer liaison to achieve best public realm outcomes
/n
- Management of budgets, resources, and service performance improvement
/n

About you:
/n
/n
- Senior leadership experience across highways and transport within a local authority or similar environment
/n
- Strong grasp of network management, asset management, compliance and risk
/n
- Confident engaging at senior level with members, exec leadership, TfL and external partners
/n
- Proven track record delivering programmes, managing contracts, and leading multi-disciplinary teams
/n
- Able to drive performance, governance, and value-for-money outcomes
