Finance Business Partner (SEND Reform) - Interim Spencer Clarke Group are working closely with a Local Authority to appoint an Interim Finance Business Partner to support its SEND Reform Programme. This assignment will focus on establishing financial processes and governance, supporting reform initiatives and strengthening SEND financial planning. What's on Offer Rate: £650 per day Umbrella / £466.58 per day PAYE - non-negotiable. Contract length: 26 weeks. Full-time: 37 hours per week. Working arrangement: Remote. Start: 12 October 2026. IR35: Inside. The Role The successful candidate will provide financial leadership and business partnering support across SEND Reform. Key responsibilities: Design and embed a financial operating model for SEND Reform. Lead SEND financial planning, budget setting, monitoring and forecasting. Manage budgets for the Experts at Hand grant and residual Deficit Management Plan. Provide financial modelling, options appraisal and challenge to reform proposals. Produce reports for programme boards, DfE, Schools Forum and elected members. Support reviews of SEND funding policies and banding arrangements. About You You will ideally have: Strong Local Authority education finance experience, including SEND, High Needs or DSG. Experience supporting SEND transformation, reform or deficit recovery. Strong financial modelling, forecasting and business partnering skills. Experience improving financial processes and governance.
