Spencer Clarke Group are working closely with a Local Authority in the South East to appoint an Interim Senior Financial Planning Manager. This is a senior assignment leading the Council's financial planning, MTFS and budget-setting activity, while providing strategic advice to senior leaders and Members.

What's on Offer

  • Rate: £600 - £700 per day PAYE
  • Initial Contract: 6 months
  • Hours: 37 hours per week Full-time

The Role

The successful candidate will lead the development and delivery of the Council's Medium-Term Financial Strategy and annual revenue and capital budget-setting processes.

Key responsibilities:

  • Leading the development, maintenance and delivery of the Council's MTFS.
  • Coordinating annual revenue and capital budget setting, forecasting and financial modelling.
  • Providing robust strategic financial advice and challenge to senior officers and elected Members.
  • Leading monthly budget monitoring and quarterly financial performance reporting.
  • Identifying financial risks, funding pressures, savings opportunities and appropriate mitigations.
  • Reviewing business cases, investment proposals and transformation initiatives for affordability and deliverability.
  • Producing clear reports for senior leadership, Cabinet, committees and Members.

About You

You will ideally have significant financial planning and budget-setting experience within a Local Authority.
