Deputy S151 Finance Manager - Interim Spencer Clarke Group are working closely with a Local Authority to appoint an Deputy S151 Finance Manager to provide senior financial leadership and support the Council's Director of Resources. This is a senior interim assignment with responsibility for overseeing critical S151 finance functions and supporting the Council at senior management and Member level. What's on Offer Rate: £500 - £650 per day Contract length: 3-6 months initially Full-time Location: East Midlands Some evening work required to attend Council meetings Start: ASAP / subject to notice The Role The successful candidate will act as Deputy S151 Officer, leading and overseeing key areas of the Council's statutory finance function and ensuring strong financial governance, compliance and strategic financial management. Key responsibilities: Leading the Council's annual budget setting and Council Tax setting processes. Overseeing the Statement of Accounts, statutory reporting and external audit. Leading financial and capital accounting activities. Supporting medium-term financial planning and strategic financial analysis. Providing financial modelling, risk assessments and advice on business cases and major projects. Ensuring robust financial controls, governance and statutory compliance. Providing senior financial advice to the Director of Resources, senior officers and elected Members. Supporting development of the Council's long-term financial plans, including the 30-year HRA Business Plan. About You You will ideally have: CCAB qualification and current membership of a recognised professional body - essential. Significant senior-level Local Authority finance experience. Experience operating at Deputy S151, Chief Accountant, Head of Finance or equivalent level. Strong knowledge of statutory accounts, budget setting, Council Tax and financial governance.
