Property Manager Commercial

Contract: 3 - Months Ongoing
Spencer Clarke Group are supporting a local authority to appoint a Senior Property Management Surveyor to help manage and improve a commercial or operational property portfolio.
This role is focused on day-to-day estate management and wider asset work, making sure occupations are properly documented, rents and service charges are managed, and the council's property interests are protected. You will also support portfolio performance, maintenance planning, and provide clear advice to colleagues and stakeholders on a range of property matters.
Responsibilities include
- Managing a varied portfolio across either commercial or operational assets, including lease renewals, rent reviews, consents, lettings and general landlord and tenant matters
- Negotiating terms of occupation and agreements for the use of council assets, including assets aligned with contracted or commissioned services
- Reviewing asset performance, identifying opportunities and supporting broader asset management activity
- Calculating and implementing service charges and relevant recharges to occupiers
- Supporting property transactions including acquisitions and disposals, plus small land disposals where needed
- Assisting with wayleaves and access licences, and responding to encroachments and boundary queries
- Liaising with FM and maintenance teams on repairs, compliance, health and safety, and planned maintenance programmes
- Instructing and managing external professional consultants when required
- Supporting upkeep of the asset register, property data systems, and asset valuation activity
- Interpreting and explaining title deeds and legal documentation clearly to colleagues and external parties
About you
- Degree qualified in a property related subject, or equivalent experience
- RICS qualified or similar
- Strong background in property management and estate management, ideally within local authority or public sector
- Confident across landlord and tenant issues, lease structures, and occupational agreements
- Able to interpret title documentation and communicate complex issues clearly
- Strong attention to detail and comfortable working at pace
- Good IT skills including Excel and property databases, with confidence picking up new systems
- Full driving licence and able to travel across the borough as needed
