About the Role: Grade Level (for internal use): 14 About the Role: The Head of the Inner-Source Programs office will establish an Inner-Source Foundation within Market Intelligence, with a goal to enable developer collaboration across the organization, promote re-use of patterns and solutions, reduce duplication, eliminate silos of knowledge, increase developer productivity, and share intellectual property across the division/company. The position will need to build an overall strategy, operating model, financial plan, branding, and other key elements necessary to establish the department. The Team: A small dedicated team is expected to be established to run the programs office, in addition to partnering with existing teams driving related initiatives (e.g., Cloud Blueprints program). The Inner-Source foundation will create processes, documentation, training, and tools to allow teams to discover, use, and contribute common capabilities for the organization. The program office will drive culture change to promote a collaborative culture and community participation, work with individual developer teams to drive adoption and contributions, and lead overall outreach and awareness. The position will also be responsible for organizing the division\’s engagement with open-source programs such as FINOS and other open-source communities. Responsibilities and Impact: Responsible for establishing the Inner-Source Programs Office, including overall strategy, operating model, staffing requirements, and budgets. Responsible for creation and management of an Inner-Source Foundation, and overall management of open-source engagement for the division. Establish Inner-Source Foundation governing board, with participation from existing leaders. Create a framework for Inner-Source ownership, contribution, and maturity assessments – tools, processes, roles, etc. Create and publish inner-sourcing contribution processes and tooling. Drive overall Inner-Source adoption and facilitate community building, through outreach and education, to encourage participation across the development teams. Establish a recognition and rewards framework to encourage participation with Inner-Source. Gain commitment from leadership and management so that developers can devote a portion of their time to contribute to Inner-Source. Identify initial priority programs, and lead discovery of existing solutions aligned to programs, for contribution to Inner-Source. Track the success of the Inner-Source foundation, by defining metrics and tracking progress against OKRs. Regularly communicate Inner-Source strategy, importance, and progress at all levels of the organization – from senior leadership to development teams. Lead the division\’s strategy and engagement with open-source programs such as FINOS and other open-source communities. Understand and communicate open-source licensing frameworks and guidance for use in the division. Required Qualifications: 10+ years of experience in technology, working as or with software engineering professionals. Experience or involvement in inner-source or open-source communities is a plus. Experience in product management, program management, and/or educational leadership. Proven experience running large-scale programs. Excellent oral and written communication skills. Experience and proven ability to work with all levels of technology professionals. High energy, personable, and ability to influence others and drive culture change. Self-starter, organized, and ability to lead people and teams who are outside of the direct management line. Focused on delivery, quality, and timeliness.
