We are seeking an experienced and highly motivated Structures Manager to lead the delivery, management and maintenance of public realm and highway structures across the borough.
What You’ll Be Doing
Taking on the maintenance of highways structures, infrastructure services and projects, you will lead a team of three to design and deliver these projects to an agreed timescale and within budget. Overseeing the work of staff and contractors, you will ensure they meet your high standards and that all elements of the project are meeting appropriate regulations and health and safety standards. You will also take charge of a programme of maintenance programmes throughout the year and arrange surveys and site inspections, applying your knowledge of the latest developments in the field of engineering.
Key responsibilities
- Lead and manage the Structures service within the Highways Division, applying best practice in asset, contract and financial management
- Act as the Council's Technical Approval Authority on all structures-related matters
- Ensure compliance with CDM Regulations (2015), health and safety legislation and corporate policies
- Manage and maintain asset data, condition information and valuations, producing strategic reports to inform investment decisions
- Manage revenue budgets of up to £500k and capital programmes of up to £4m, including profiling, monitoring and financial analysis
- Procure, manage and supervise term contractors, consultants and design-and-build services
What We’re Looking For
You will be a qualified and experienced structures professional with strong leadership skills and a proven track record of delivering complex public realm or highway structures projects. You will bring:
- Qualifications including a recognised degree in a relevant discipline and professional membership (IEng or CEng) of an engineering institution.
- Experience of overseeing responsive maintenance plans and of delivering projects that are in line with Construction Design and Management 2015 regulations.
- Evidence of continuous professional development and outstanding knowledge of all relevant regulations and standards including NRWSA, HAUC and Health and Safety.
- Good IT skills including an intermediate level of bespoke design and engineering related software.
- The ability to develop and mentor junior members of staff.
- Solid verbal, written and numerical skills.
