The Delivery Lead is responsible for managing the coordination and execution of reactive and planned works across a designated county. Acting as the primary on-site contact for operational project delivery (reactive and planned), the role ensures that activities are carried out efficiently, safely, and in alignment with project and operational requirements.
The Delivery Lead serves as a delivery subject matter expert between site operations and project teams, providing support during high-risk works, including SCOs (Safe Control of Operations), maintaining operational continuity, assisting with technical work scoping and Operate sites to provide safe operational isolation for projects as well as helping undertake return to service activities e.g., to be a key holder and perform run to waste activities. The role also includes providing cover and support for the FEO Delivery Manager as required.
Problem Solving- Provides innovative solutions to water supply issues.
- Technical expert for matters relating to the water supply sites within their designated county.
- Balances corporate risk against the best cost solution.
- Delivers a risk-based approach to solutions, adhering to regulations and policies such as CDM.
- Understands and quantifies risk and delivers a risk-based approach to solutions.
- Ensures that technical requests and requests for funding align with the WR&P delivery strategy and process.
- Assesses site performance and implements improvements.
- Identifies areas of risk and ineffective delivery across various departments and develops innovative solutions.
- Understands the costs of delivery to ensure the use of resources is balanced against risk.
- Works with operations to drive collaborative working opportunities to ensure efficient delivery of large capital programmes.
- The role adds value to all of Operations in terms of defining and implementing policies on Safe Working practices.
- Key contact for contractors and other departments.
- Will support Programme managers, Senior project managers, project managers, and Operational managers in effective risk management, operational expertise and delivery of projects.

The post holder will understand and influence the effective use of resources to deliver Statutory duties. Provide innovative solutions to optimise resources in the reduction of risk. Ensuring Risk vs budget efficiency. Increase commercial effectiveness by providing technical input into the project in the early stages to ensure Operational standards are met and minimise the outsourcing of design services.
Risk & ComplianceThe core of this role is the avoidance of risk of injury through effective risk management with regards to MEICA tasks by in-house staff and contract partners. Statutory duties must be proactively managed with an effective Compliance Management Plan in place for each area of significant risk. Risk must be quantified to a common measure and recorded for all areas. Provide technical input to implement a formal risk management strategy to deliver a business-wide consistent approach as needed.
Essential- IoSH Managing Safely or equivalent H&S qualification
- Competent operator training (will be provided)
- NEBOS
- Degree or equivalent experience
- AMP fundamentals or PMQ
- Water Engineering level 3+
- Proven ability to deliver complex projects or proven water treatment process knowledge
- Detailed knowledge of the Water industry
- Commercially aware with an understanding of contract management
