We are looking for an experienced and collaborative Regional Retrofit Delivery Manager to join our Energy & Environment team and lead the delivery of Healthy Homes South Yorkshire. This is an exciting opportunity to oversee a high‑profile regional programme that will improve housing conditions, increase energy efficiency, tackle damp and mould, reduce carbon emissions, and help lay the foundations for future large‑scale retrofit and decarbonisation activity across South Yorkshire. Working closely with local authorities and partner organisations, you will play a key role in delivering positive outcomes for residents and communities.
About the role
Reporting to the Head of Housing Retrofit, you will lead the delivery of Healthy Homes South Yorkshire, ensuring the programme achieves its objectives and delivers value for residents, partners and funders. In this role, you will:
- Lead the mobilisation and delivery of a strategically important and pioneering regional housing improvement programme
- Coordinate activity across South Yorkshire’s local authorities and key delivery partners
- Establish and maintain effective governance, reporting, and programme management arrangements
- Manage programme budgets, ensuring strong financial control and compliance with funding requirements
- Monitor programme performance, risks, and delivery milestones to ensure successful outcomes
- Produce high‑quality reports, evidence, and performance information for funders and senior stakeholders
- Promote collaboration and consistency across delivery partners to support effective programme delivery
- Build strong relationships with local authorities, community organisations, public health partners and other stakeholders
- Capture and share learning from delivery to help inform future housing retrofit and decarbonisation programme

About you
You will be an experienced programme or project professional with a strong track record of delivering complex initiatives involving multiple stakeholders and partners. You will bring:
- Experience managing large‑scale programmes or projects, including responsibility for budgets, performance, risks and reporting
- Strong programme management, governance and organisational skills
- Experience working collaboratively across multiple organisations and building effective partnerships
- The ability to analyse information, monitor performance and present clear recommendations and insights
- Excellent communication and stakeholder management skills
- A proactive and solutions‑focused approach to managing challenges and delivering outcomes
- Experience of working within publicly funded programmes or similarly regulated environments
An understanding of housing improvement, retrofit, decarbonisation, or place‑based delivery programmes would be advantageous. You will be passionate about improving homes and communities and motivated by the opportunity to help shape a healthier, more sustainable future for South Yorkshire.
