This is a hybrid role with a minimum of 3 days per week in the office.
We are looking for a Micromobility Programme Manager to join us here at South Yorkshire Mayoral Combined Authority. Joining the Active Travel team, you will work with local, regional, and national partners to shape, develop, and influence the implementation of e-bikes, e-scooters and other forms of micromobility in South Yorkshire, leading more people to get easily to job and study opportunities. The key focus for the role will be developing, launching and then leading our £1m+ innovative e-bike subscription programme, one of the largest in the country, with a social enterprise business model focussed on supporting those who will benefit the most.
About the role
We are seeking a motivated and proactive Micromobility Project Manager who can support the coordination and delivery of a range of e-bike, e-scooter and other micromobility programmes across South Yorkshire. You will play a key role delivering against ‘Our strategy for walking, wheeling and cycling in South Yorkshire’, supporting our ‘software’ measures, provided alongside our ‘hardware’ for people to feel capable of walking, wheeling, scooting and cycling more, and to feel motivated to do so.
Key Responsibilities
- Mayoral e-bikes: Ready SYMCA to launch its Mayoral e-bikes project, including procurement, supplier on-boarding and contract management.
- Maintain extensive internal and external stakeholder management, to a wide range of stakeholders including local authorities, the Mayor and Active Lives Commissioner.
- In a local government setting that supports our strategy and enable cycling to opportunities, particularly amongst those that otherwise wouldn’t, pro-actively support sales; reacting to opportunities, retaining customers and reduce churn.
- Financial accountability; maintaining commercial modelling and forecasts of income vs expenditure and identifying financial risks and opportunities.
- Pro-actively managing risk registers and regular performance and risk reporting to senior management.
- Key account management for a range of clients and suppliers to achieve SLA’s, contracts and expected delivery; identifying and mitigating risks early.
- Leading behaviour change initiatives to increase mayoral e-bike use, encouraging those who otherwise wouldn’t, to try e-cycling.
- Supporting SYMCA teams with comms and engagement strategies.
- Lead and support South Yorkshire’s safe adoption of e-scooters in accordance with government legislation, with knowledge of, or keenness to develop expertise in, government’s proposed changes to micromobility laws.
- Support potential use of e-scooters integrated with e-cycle hire schemes in South Yorkshire.
- Ready South Yorkshire for the potential legalisation of private e-scooters, working with stakeholders including SY Safer Roads Partnership, Mayor’s office and local authorities.
- Support cycle hire: be the SYMCA lead for local authority cycle hire schemes, supporting local authorities to successfully deliver cycle hire.
- Promote and support safe micromobility.
- Pro-actively counter e-bike battery fire misinformation to demonstrate safety.
- Support improved public understanding by distinguishing legal e‑bikes from illegal or non-compliant.
- Work with partners, including South Yorkshire Police and South Yorkshire Fire & Rescue, to coordinate behaviour change and campaigns that address illegal e‑bikes and e‑scooters.
About you
You will have experience of working within programme or project environments, with an understanding of employment, skills, or work and health agendas. You will be confident working with a range of stakeholders, including local partners and service providers, and supporting engagement activities to ensure successful programme delivery. The successful candidate will demonstrate strong problem solving, organisational and communication skills, with the ability to manage competing priorities and contribute to the smooth running of complex programmes. You will be able to demonstrate entrepreneurialism, promoting sales and reducing cancellations, managing commercial modelling and spotting opportunities to drive active travel behaviour change. Experience of supporting partnership working, monitoring performance, and contributing to continuous improvement activities would be beneficial. You will be comfortable working in a fast-paced environment, using data and feedback to support programme development and maximise impact.
