Location: Sheffield (This is a hybrid role with a minimum of 3 days per week in the office)
As Governance and Compliance Manager, you will be responsible for delivering effective governance and assurance arrangements to enable the Mayor/Deputy Mayor to exercise the statutory duties of a Police and Crime Commissioner. This includes delivery of public meetings where the Chief Constable is held to account by the Deputy Mayor. You will work closely with South Yorkshire Police’s Senior Command Team, members of the public, solicitors and barristers, legally qualified advisors, members of the Mayor/Deputy Mayor’s independent panels and volunteers. Strong communication and organisation skills are essential.
Please note: This role is politically restricted under the Local Government and Housing Act 1989. Postholders are prohibited from standing for elected office (except Town or Parish Councils) and from engaging in certain political activities, including canvassing or acting as an officer of a political party. About the role
This role supports strong corporate governance in the Policing and Reform Directorate by enabling effective decision‑making, upholding the Nolan Principles, and strengthening policy, risk and audit processes that help the organisation achieve its strategic ambitions.
Key responsibilities include:
- Administration of the Deputy Mayor’s governance and assurance arrangements
- Independent reviews of police complaints process
- Independent Custody Visiting Scheme
- Deputy Mayor’s decision‑making arrangements, including financial sign offs
- Liaising with the Police and Crime Panel
- Administration, monitoring and reporting to the Senior Leadership Team and Joint Independent Audit Committee of the Mayor/Deputy Mayor’s risk management arrangements relating to Policing and Crime
- Administration of Police Misconduct Panels, Police Appeal Tribunals and requests for financial assistance
- Effective management of the Policing and Reform Directorate’s arrangements to ensure compliance with all information governance statutory requirements, including the General Data Protection Regulation
- Compliance with the requirements of the Freedom of Information Act
- Maintenance of the Mayor’s Publication Scheme, as required under the Freedom of Information Act, and compliance with the requirements of the Elected Local Policing Bodies (Specified Information Order)
About you
You will be an organised, confident governance professional who can operate independently, manage complex statutory processes, and support transparent decision‑making in a politically influenced environment. You bring sound judgement, strong written communication skills, and the ability to work calmly and effectively under pressure.
Experience working within statutory, regulatory or governance‑led environments, with the ability to interpret and apply relevant legislation. Excellent organisation and communication skills, able to manage competing priorities and produce clear, accurate documentation. The confidence to work independently and lead others, building strong relationships with a wide range of stakeholders. A proactive, detail‑focused approach, with the ability to maintain high standards of compliance and handle sensitive information appropriately.
