The South Yorkshire Mayoral Combined Authority (SYMCA) is looking for a Capital Works Project Manager to manage the delivery of local and regional capital works projects of small to medium scale and complexity, providing advice and guidance on design, construction, installation and future maintenance matters, managing associated staff and budgets. The post holder will also provide effective contract procurement, budget and contract management.

About The Role
In this role, you will oversee a variety of local and regional capital projects from inception to completion. You\'ll work closely with Procurement and Legal teams, manage design and statutory approvals, maintain full project documentation, and ensure contracts are delivered in line with NEC and JCT requirements. You\'ll monitor progress through regular site visits, manage budgets responsibly, and support colleagues on asset management and health and safety matters, all while ensuring compliance with evolving regulatory and technical standards.

Key responsibilities include:

  • Managing capital projects and ensuring effective procurement and contract delivery.
  • Overseeing project design, statutory approvals, governance documentation and risk management.
  • Conducting site visits, ensuring works comply with specifications and regulatory requirements.
  • Managing budgets, achieving best value, and liaising with Legal and internal teams on contract and compliance matters.

About You
The successful candidate will demonstrate excellent leadership, communication, and problem-solving skills, with the ability to manage and coordinate complex projects in a dynamic environment.

Essential

  • Construction Management Degree or similar or qualified by experience
  • Working knowledge of Facilities / Property / Asset management teams.
  • Working knowledge of and experience in Project Management.
  • Working knowledge of Health & Safety legislation and its implementation.
  • Previous experience of managing contractors and contracts, monitoring budgets and contract spending.
  • Previous experience of building and maintaining good working relationships with internal teams, stakeholders and external service providers.

Desirable

  • Health & Safety Qualification ie. SMSTS, IOSH or equivalent
  • Working knowledge of FM Capital Works.
  • Previous experience of Facilities Project Management.
  • Previous experience of local authority/government processes/procedures.
  • Previous experience of the tendering processes and procedures.
