Job Purpose

South Swindon Parish Council is a progressive council, committed to building strong, resilient communities and enhancing the quality of life for our residents. We deliver essential front-line services including grounds maintenance, street cleaning, and the management of allotment sites, play areas, and 3 public parks. We also operate an active events programme throughout the year, delivering events both independently and in partnership with other organisations.

The Parish Council is also a key partner in the Swindon Place Partnership; a scheme developed together with Sports England through its “Uniting the Movement” campaign and focussed on Swindon’s most deprived communities. The aims of the partnership are to integrate physical activity into all sectors, strengthening community and individual capacities and tackling structural inequalities.

The Marketing & Engagement Officer will work alongside colleagues in the Parish Council to promote an ambitious programme of events and projects that the Parish Council. The successful candidate will play a key role in ensuring all Parish Council events and community projects are marketed efficiently to existing and new audiences and increase awareness of the Parish Council’s activities among residents.

The postholder will be employed by South Swindon Parish Council however it is part-funded from the Swindon Place Partnership.

Vehicle: This role requires a vehicle for some duties.

Annual Leave: 25 days annual leave entitlement plus bank holidays and 2 Statutory days

Line Manager: Events and Venues Manager

Location: Any location inside South Swindon Parish as required for the role.

Hours: This is a full-time role set at 37 hours per week. Evening and weekend work will be required.

Lone Working: There will be some lone working.

Duties

Marketing and PR

  • Develop and implement marketing and communications campaigns to promote council events and projects with an aim of engaging harder to reach members of our communities.
  • Produce engaging content for various channels including press releases, newsletters, leaflets, and digital platforms.
  • Build and maintain relationships with local media and influential organisations to attract buy-in for the council’s projects and activities from community stakeholders.
  • Monitor campaign performance and adjust strategies as needed to ensure effectiveness.

Social Media and Digital

  • Manage and grow the social media presence of Parish Council events and projects using a variety of platforms, ensuring content is timely, relevant, and accessible.
  • Plan and schedule content for council events and activities across platforms, responding to public comments and queries in a professional and timely manner.
  • Monitor social media trends and community feedback to improve engagement and visibility.
  • Update the Parish Council’s website and listings to ensure all activities are promoted.

Community Engagement

  • Plan and deliver engagement activities to connect with local community groups, employers, residents and stakeholders.
  • Attend and represent the council at internal and external community events and outreach activities, promoting awareness and understanding of council events and projects.
  • Support the Community Development Officer(s) in the implementation of inclusive engagement strategies that ensure all voices in the community are heard, particularly those from underrepresented or vulnerable groups.
  • Share the views of residents and participants with a view adapting the activities and services provided by the council and its partners.
  • Work closely with departments across the council and its partners to identify opportunities for marketing and community engagement.
  • Provide support on best practices in marketing and engagement to service teams in the council and their partners.
  • Ensure all communications are consistent with the council’s and their partners’ brand and values.
  • Contribute to the monitoring and evaluation of their work, including data entry and reporting to the Swindon Place partners.

Events Delivery

  • Collaborate with the events team to coordinate and deliver Parish Council events, ensuring compliance with health and safety, licensing and insurance requirements.
  • Supervise events and activities on-site, including evening, weekend and bank holiday work, ensuring positive experiences for visitors and participants.

General Responsibilities

  • Attend training and development opportunities relevant to the post and/or the aims of the Place Partnership.
  • Ensure all activities delivered comply with health and safety regulations and safeguarding procedures, including:
  • Following safeguarding protocols for activities involving children, young people, and vulnerable adults including enhanced DBS checks as appropriate.
  • Maintaining necessary documentation
  • Support wider Parish Council activities that promote and improve the wellbeing of our residents.
  • Any other duties as reasonably required, commensurate with the grade and remuneration of the post.
