Job Summary: Do you want to help support the community and residents to provide safe, warm and healthy homes? Join our Housing Standards team and play a key role in ensuring residents have access to safe, warm and healthy homes. As a Housing Standards Enforcement Officer, you will investigate housing-related complaints and concerns, carry out inspections, assess compliance with housing legislation, and take appropriate enforcement action where necessary. Working across a diverse caseload, you will deal with private rented housing, houses in multiple occupation (HMOs), caravan and mobile home sites, unauthorised encampments, illegal eviction and harassment, and other housing standards issues. This is a varied and rewarding role that requires strong investigative, communication and problem-solving skills. You will work closely with residents, landlords, agents, site owners, and partner organisations to secure positive outcomes and improve housing standards across Broadland and South Norfolk Councils.
What you’ll be doing…
- Investigating housing complaints and concerns to help improve living conditions for residents.
- Inspecting homes, HMOs, caravan sites and other premises to ensure they meet legal standards.
- Managing complex cases and taking enforcement action where necessary to achieve compliance.
- Providing advice and support to residents, landlords, site owners and partner organisations.
- Working with communities and partner agencies to promote safe, warm and healthy homes across the district.
- Responding to Gypsy and Traveller unauthorised encampments as part of a patch management approach, taking appropriate proactive action and contributing to their effective resolution.
- Taking responsibility for the Authorities Temporary Stopping Place for Gypsy and Travellers.
About You: You will bring substantial experience in housing and community enforcement, including a proven track record of managing complex casework and liaising effectively with customers while applying relevant legislation. With an Environmental Health Degree, Diploma, or equivalent qualification, and registration with the Environmental Health Registration Board or Chartered Practitioner Programme, you will be confident in leading investigations, able to take appropriate enforcement action, authorise and sign legal notices and summonses and represent the Council as a witness in legal proceedings, and provide specialist advice to colleagues and elected members. You will have a strong understanding of current legislation, guidance, case law, and corporate policies, together with excellent problem-solving, decision-making, and communication skills. Your ability to negotiate, influence others, and build positive working relationships will help achieve successful outcomes in often challenging situations. As the role requires work across multiple locations, you must also be able to travel independently as required.
