How You'll Make a Difference
As a Senior Building Surveyor, you will provide a high-quality building surveying service, delivering expert technical advice and ensuring compliance across the council’s property portfolio.
Working across a diverse estate including schools, leisure centres, offices, libraries, and children’s centres, you will lead complex building fabric projects, capital repairs, refurbishments, and planned maintenance programmes from inception through to completion, helping to maintain and enhance the council's assets.
- What You Will Be Doing
- Contributing to the development and delivery of capital maintenance programmes, you will ensure alignment with asset management strategies, lifecycle costing principles, and compliance with building regulations, statutory requirements, and RICS professional standards.
- Acting as Principal Designer, you will manage the pre-construction phase, adopting a risk-based approach, review contractor risk assessments and method statements, and ensure projects are delivered safely, efficiently, and in accordance with legislation and industry best practice.
- You will diagnose building defects, specify remedial works, and undertake condition surveys, feasibility studies and option appraisals to develop sustainable, whole-life asset solutions.
Using this evidence, you will provide clear recommendations that support informed decision-making and deliver value for money.
- Working collaboratively with internal teams and external consultants, you will apply effective project management and procurement strategies in line with RICS guidance and public sector frameworks.
- It will be your responsibility to prepare cost estimates, manage budgets, and produce financial reports, applying commercial awareness and cost control techniques, which meet statutory compliance, and data-driven decision making.
- What We Need From You
- We require you to hold a professional qualification in building, surveying or a related discipline.
- You will have experience of working within a local government or public sector environment, together with a sound understanding of public sector procurement rules.
- It is essential that you have strong knowledge of building repair, maintenance and alteration improvements across a wide range of building types and construction methods.
- We are looking for someone with a proven track record of managing service delivery and leading teams to plan, develop and deliver projects successfully.
You will be able to drive performance, provide practical solutions to complex technical issues and ensure projects are delivered on time and within budget.
- Given the elements of the role, you must have excellent communication, negotiation and influencing skills, with the ability to build relationships and positively influence outcomes critical to the business council plan.
- You will have experience of managing budgets against project costs, and monitoring spend to achieve agreed budgets effectively and deliver value for money.
- Ideally, you will hold a management qualification at NVQ Level 4 or have equivalent experience in a managerial position.

- Providing a responsive out-of-hours emergency service, you will participate in on-call arrangements to ensure risks to safety, service delivery, and property are effectively managed.
- You will be required to hold a full, clean UK Driving Licence and have regular access to a vehicle.
