Envirocrime Enforcement Officer in Yate

As an Envirocrime Enforcement Officer, you will play a key role in tackling environmental crime across South Gloucestershire by leading investigations, taking enforcement action and preparing cases for prosecution where required.

What You Will Be Doing

• You will receive and respond to complaints and investigate environmental offences such as fly-tipping and breaches of waste duty of care. This will include providing guidance, gathering intelligence and taking effective enforcement action where required.
• Acting as a subject matter expert, you will provide specialist enforcement advice and support to colleagues across the service, develop and deliver training on enforcement procedures and best practice and represent the authority at internal and external meetings as required.
• It will be your responsibility to conduct thorough investigations and gather evidence in support of potential legal proceedings. This includes carrying out interviews in compliance with the Police and Criminal Evidence Act (PACE) and the Regulation of Investigatory Powers Act (RIPA), preparing detailed reports, case files and witness statements, obtaining warrants and telecommunications data where appropriate and presenting evidence in court.
• Keeping up to date with relevant environmental legislation and emerging best practice, you will ensure policies and procedures are reviewed and updated accordingly and contribute to the development of policy, strategy and performance reports relating to enforcement activity.
• Working closely with StreetCare, waste management and environmental health teams, you will help identify problem areas, set targets and initiatives, maintain accurate records and collate performance data to monitor outcomes and drive continuous improvement.

What We Need From You

• We require you to hold a degree in criminology or have equivalent experience working within an envirocrime or other criminal enforcement field.
• It is desirable that you hold, or be working towards, a relevant professional or technical qualification such as the Level 3 Diploma in Policing (QCF) or a degree in environmental health.
• You must be able to carry out investigations, gather evidence and prepare case files for legal proceedings. This includes completing all relevant documentation, attending court to obtain warrants for telecommunications data and issuing Fixed Penalty Notices where appropriate.
• It is essential that you can demonstrate a sound working knowledge of waste legislation and associated offences, alongside a full understanding of PACE and RIPA.
• You will be required to manage your own workload effectively, determining priorities, planning and monitoring envirocrime activity and evaluating outcomes.
• You will take corrective action where necessary, escalate risks or issues appropriately and consistently meet environmental health service standards, targets and deadlines.
• You need to have strong investigative interviewing skills in both formal and challenging situations, excellent written and verbal communication skills and the ability to engage confidently and professionally with a wide range of audiences.
