Summary

The Role undertakes the Asset Owner role on behalf of the Head of Asset Management for the above and below ground water supply assets in (Kent/Sussex/West) Region.

Leads Regional focussed teams of AM Planners and Modellers to understand the long and short term Asset Management Needs for that Region, and developing those needs into Whole Life costed options for appraisal.

The Role is responsible for leading the production of the long term Regional Strategy for (Kent/Sussex/West), articulating the strategic needs for the region in terms of maintaining current levels of service and also addressing future demand and resilience challenges.

The role has accountability for the Operational Zone plans which then translate the strategic needs into base and enhancement investment requirements over the life of the assets.

These are the fundamental plans that our price review submissions will be built from, from AMP9 onwards.

The Role is critical to managing AM risk in that region, and will chair the Regional Risk & Resilience Steering group, to understand and manage the requirements of internal stakeholders such as Water Supply, Engineering, Water Quality, Water Resources and Asset Management.

The role will be responsible for escalating requirements through governance boards such as Asset Management Steering Group.

The role will also take on the Project Sponsor role for the complex schemes in that Region.

  • Leadership
  • Day to day leadership of a team of 8-10 Asset Management Planners and Modellers.
  • Undertakes delegated Asset Owner role for all of the Region’s water assets, on behalf of Head of Asset management.
  • Chair the Regional Risk & Resilience Forum, managing ongoing risks, current service provision and future investment needs within the Region.
  • Undertake the Project Sponsor Role for complex investment schemes in (Kent/Sussex/West).
  • Assures the work of the Asset planners in the investment needs development in (Kent/Sussex/West) through Phases 0-2 of the project lifecycle.
  • Technical Authority
  • Owns and produces the Regional AM strategy for the Region.
  • Articulate and assess diverse needs across the business, balancing cost, risk and performance to deliver best value for the organisation and continued supply to our customers.
  • Directs the development of the Operational Zone Asset management Plans.
  • Oversees the modelling capability for (Kent / Sussex / West), ensuring Demand, Scheme and incident level modelling is complimentary to each other, and supports appropriate decision making.
  • Engagement & Relationship Management
  • Significant engagement, collaboration and influencing with other departments, especially Water Supply, water quality, water resources and Engineering to understand risk, issues and needs within the Region.
  • Core member of the AM Office, escalating concerns from the Regional Steering Group to the relevant governance boards.

Skills / Qualifications / Experience

  • Educated to degree level in a relevant discipline (e. g., Engineering, Water Management, Science or Business) or possessing equivalent professional accreditation and significant vocational experience.
  • Professional certification in Asset Management (e. g., IAM Certificate/Diploma) is highly desirable to demonstrate a commitment to industry best practice.
  • Excellent communication and influencing skills, with the ability to present complex information with clarity to senior management team & wider directors across the organisation.
  • Ability to think long term & develop Regional Whole Life asset management Strategies.
  • Teamwork and stakeholder management, operating at a senior level to agree the most appropriate AM decisions for the Region, from often competing regulatory and internal stakeholder requirements.
  • Significant previous asset management experience, preferably in water sector.
  • Experience in asset planning and risk identification.
  • Knowledgeable/experienced in water distribution networks or production assets and processes.
  • Experience in the production of Long term strategic asset management plans.
  • Understanding of regulatory frameworks and cycles (price reviews).
