Hours per week: 37 hours per week
Location: The designated office base is Abbey House, Abingdon. The councils operate in a truly flexible, and hybrid way where the focus is on outcomes not where you work.

to cover the duties of the service manager, if required i.e. when the
service manager is unavailable through sickness, annual leave or has conflicting appointments
representing either council equally and without bias to all outside bodies
undertaking all such duties and responsibilities determined by the head of service or service manager that is commensurate with the nature of the post
About you
Your essential skills, knowledge and experience
a relevant professional qualification or equivalent demonstrable vocational experience
experience of managing a team delivering Major Capital and Revenue Projects, including Decarbonisation Improvement works across a diverse stock portfolio to include Corporate/Public Buildings, Residential Housing stock and Infrastructure (roads, footpaths, car parks, bridges etc)
proven successful experience securing external funding and writing successful, engaging bids, preferably in the public sector.
Evidenced written and oral communication skills, ensuring clarity of messages, ideas and facts
Energetic, determined and positive attitude
an inclusive team player who can achieve performance and results individually and through others
aware of own strengths and weaknesses and committed to addressing areas for development
demonstrates a commitment to self-development
political awareness and experience of communicating complex
information in a concise and engaging way, preferably in the public sector.
willing to travel, as required
Your essential qualifications
Educated to bachelors degree level
Preference for related degree subject in property, building or construction (but not essential with alternative appropriate experience)
Minimum 5 years experience with property building or construction project delivery.
Degree acquired by- attending higher education and obtaining qualification
Membership of a relevant professional organisation such as RICS CIOB ICE (working toward professional membership will be considered)
If you have the following experience or qualifications its a bonus
knowledge and understanding of local government and its services
knowledge and understanding of energy efficiency, utility management and carbon reduction initiatives.
